Implementation of the "Double Reduction" Policy

Abstract: The education system in China has led to the heavy burden of students' academic work, the serious education
"inner volume," and the chaos of the out-of-school training market. To lighten the homework burden of the
students in the compulsory education stage and to construct a healthier, fair, high-quality educational envi-
ronment, opinions on further reducing the amount of homework and off-campus training that students in the
obligatory education stage must do were released by the General Offices of the CPC Central Committee and
the State Council, namely the "double reduction policy." Through summarizing and studying the related lit-
erature and problems about the policy of "double reduction," this study draws the conclusion that the policy
of "double reduction" should be further promoted by changing the educational concept and value orientation,
constructing a good implementation environment, and perfecting the supervision mechanism.
1 INTRODUCTION
For a long time, China's examination system has led
to a serious phenomenon of "examination-oriented
education" in the Chinese educational system. It does
not only impact students' both emotional and physical
well-being, but also limits their overall development
and individual growth. At the same time, parents'
pursuit of students' good grades makes the
extracurricular training institutions develop
constantly and then causes chaotic phenomena in the
extracurricular training market, and also causes the
unfair influence of social education.
The core purpose of the "double-reduction" policy
is to lighten the overweight burden of students and to
reduce the influence of out-of-school training
institutions on students. Specifically, the policy will
promote the two key works of "reducing load" and
"fighting chaos," covering curriculum load reduction,
assignment load reduction, off-campus training
institutions governance, and aspects. First, with
regard to reducing the burden on students' schooling,
the policy requires that the total amount and duration
of homework be fully reduced. For example, the first
and second grades of primary school do not arrange
written homework for families, the average
completion time of written homework for grades 3 to
6 shall not exceed 60 minutes, and the average
completion time of written homework for junior high
school shall not exceed 90 minutes. The second is to
lessen the strain of training off-campus. The policy is
to resolutely reduce off-campus training for
disciplines, including that discipline training
institutions shall not be listed for financing,
capitalization operation is strictly forbidden, and off-
campus training institutions shall not occupy national
statutory holidays, rest days, and summer and cold
holidays to establish discipline training. Third, the
deepening of educational reform. "The
implementation of "double reduction" policy marks
the further deepening of educational reform, not only
local reform, but also systematic reform. Fourth, the
implementation of the "double reduction" policy will
promote the balanced development of compulsory
education, curb the increasingly utilitarian training
market, effectively reduce the educational input of
ordinary families, and enable more families to let
their children receive education with relatively low
cost and relatively peaceful mentality. Fifth, the
connotation of policy implementation is to improve
the quality and increase the efficiency of school
education, standardize the health of the education
which not in school, and insist on the public welfare
of education. The implementation of the policy
should emphasize education-oriented and
coordinated governance, and the governance path
should include perfecting the guarantee system and
giving play to the main position of school education.

complementary role of out-of-school education,
optimize the management mechanism, give full play
to the role of extracurricular education, and form a
long-term mechanism of cross-department
governance. The sixth is the construction of
educational ecology. It takes the idea of both inside
and outside the school and promotes the reform of
education mode and the high-quality development of
basic education through the comprehensive treatment
of the burden of homework and the burden of training
outside the school.
After the "double reduction" policy was issued,
the number of training institutions outside the school
was significantly reduced, the homework burden of
the students in the compulsory education stage was
also reduced, the after-class service development in
the school allowed the students to develop in an all-
round way, the students could basically complete the
homework in the school, and at the same time
lightened the students' learning pressure and parents'
economic burden. Although the policy has achieved
certain results, it has also aroused wide attention and
discussion from all walks of life.
Most of China's in-depth "double reduction" work
has achieved positive results, but there are still some
problems. At present, among the most well-known
problem of the thing about mandatory schooling is
that the burden of students in elementary and
secondary school is too heavy, and the shortsighted
and utilitarian issues have not been essentially solved.
In one respect, the burden of students' homework is
still massive, and there are issues with managing
assignments. On the other hand, the issue of advanced
training has not been fundamentally resolved, and
after-school training is still hot, some out-of-school
training projects charge high fees, capital overflows
into the existence of large risks, training institutions
"difficult to refund," "running away with money" and
other illegal acts occur from time to time. Moreover,
it may cause teachers' working hours to increase
significantly, work intensity and burden to increase,
work enthusiasm to decrease, or cause conflict with
parents. These problems will seriously hedge the
educational reform and development results, and the
social response is strong. In addition, there are the
problems that the formulation of the policy content
fails to take into account the regional differences and
is not comprehensive enough, and the problems that
the policy is implemented with supporting safeguard
measures. Therefore, if the implement of "double
reduction" is to be more long-term and effective,
there are many challenges to be faced, and all sectors
of society need to work together to promote its
continuous optimization and development.
The purpose of this paper is to understand the
current situation and development trend of the
"double-reduction" policy, help to understand the
theoretical basis and practical significance of the
"double-reduction" policy, and explore the existing
research deficiencies, from the compulsory education
stage of the "double-reduction" policy evolution, the
current status of the "double-reduction" policy
implementation, the "double-reduction" policy
existing problems and dilemmas, and continue to
promote long-term "double-reduction" policy
effective execution of the four aspects of thinking and
overview.
2 THE PRESENT SITUATION OF
"DOUBLE DECREASE"
POLICY
The "double reduction" policy's execution has
produced initial outcomes and made progress in
stages. Out-of-school training institutions governance
results are obvious, discipline training institutions
barbaric growth phenomenon has been effectively
restrained; In-school service is effectively improved,
the primary role of education in schools is further
strengthened, and the total amount and duration of
operation are effectively controlled; The policy
implementation mechanism is constantly improved,
and the education department has issued a number of
supporting documents in conjunction with other
departments. But at present, there are still some
deficiencies that need to be perfected.
2.1 Education Management Department
In the education management department, the policy
implementation mechanism is constantly perfected.
The education department, in conjunction with other
departments, has issued a number of supporting
documents related to compulsory education operation
management, examination management, and
supervision of pre-charged funds. The governance of
out-of-school training institutions has achieved
obvious consequences, and the brutal growth of
institutions for discipline training has been effectively
restrained. At present, the double-reduction policy is
overall, but to do a good job, the related department
still need to constantly sum up experience and base it
on practice. If there is still a shortcoming in the
supervision of out-of-school training, there is still a
problem of rebound and variation in the out-of-school
training of disciplines, some institutions still have

some illegal behaviors to carry out training activities
from "above the ground" to "below the ground," and
the education department should fundamentally put
an end to the local education management
department's behavior of violating the actual policies.
2.2 Schools and Teachers
In terms of schools and teachers, in-school service has
been effectively improved, the main position of
school education has been further strengthened, the
duration of after-school service has been extended,
the school has generally formulated work
management measures, the school and teachers have
cooperated in work management, and the total
amount of work and duration have been effectively
controlled. The policy of "double reduction" has a
high degree of maneuverability in standardizing
school problems, but there are still many problems, so
the supporting measures and work in school and
teachers still need to be perfected.
2.3 Society and Family
In terms of society and family, after the policy of
"double reduction" was issued, a variety of actions
were taken against the training institutions with false
propaganda, which standardized the out-of-school
training market and also lightened the burden on
students. However, the educational resources of
China are not balanced, and educational equity needs
to be realized, so a large amount of capital that has
been involved in the out-of-school training market
profit has seriously threatened the national
educational system (Wang et al., 2023).
3 EXISTING PROBLEMS AND
DILEMMAS OF "DOUBLE
REDUCTION" POLICY
3.1 Value Orientation Misunderstand-
ing of "Double Reduction" Policy
The utilitarian nature and single value orientation of
culture aggravate the burden of students, and the
utilitarian thought of traditional education
exaggerates the additional functions of education
infinitely (Dong et al., 2022). China's education has
paid too much attention to "top students" education,
and schools have paid too much attention to online
rates and excellent rates. Some parents still think that
education is nothing but the precondition for
obtaining a gainful achievement. First of all, some
schools still violate the policy, some teachers do not
abide by professional ethics, and still the holiday to
the students to make up for the course, second is the
parents on The policy of "double reduction" of the
worth of the lack of scientific understanding, still will
the children's academic performance and the level of
counseling classes linked. From the aspects of family,
school, and society, there is the misunderstanding of
value orientation in the policy. In the aspect of family,
parents can only judge their overall study situation in
the school through their children's individual
achievements. On the school side, the school pays too
much attention to the promotion rate, the teacher
overtakes the course and arranges the overtakes the
assignment. Under the explicit requirements of the
policy, there are still schools that ignore this and
follow the rate of promotion only (Wang et al., 2023).
The misunderstanding of value orientation may lead
to the decline of classroom teaching quality, the
increase of educational burden, the distortion of
educational concepts, the destruction of educational
equity, and the expansion of advanced learning
problems, which is contrary to the public interest
attribute of education and the goal of students' healthy
growth.
3.2 The Issue of Environmental Gaps
in The Implementation of the
"Double Reduction" Policy
A good social environment and supervisory
mechanism are needed to put into practice the "double
reduction" policy. At present, there are still some
parents who have the urgent idea of excessive
tamarind with Jackie Chan, at the same time, the out-
of-school training to seek fame and profit together
makes the "double reduction" policy lack a good
implementation environment. In addition, social
public opinion also affects the "double reduction"
policy's execution. After the application of the policy,
hot words such as "inner volume" and "educational
anxiety" appear. In addition, due to the operation
supervision mechanism to be perfected in the process
of implementation, the phenomenon of illegal
remedial courses for primary and secondary students
and illegal fees for training institutions outside the
school are still emerging. Therefore, scholars point
out that the "double reduction" policy's deployment
needs a good social environment and implementation
environment. The oversight mechanisms need to be

constantly refined to ensure that policies are in place
and effective (Dong et al., 2022; Wang et al., 2023).
3.3 Core Problems of "Double
Reduction" Policy Implementation
By deepening the essential connotation of the policy
of "double reduction", researchers find that the
imbalance between the government, the market, and
the society will lead to a series of major problems. In
view of the above problems, scholars prove that the
"double reduction" policy's fulfillment needs to
analyze its essential connotation from the historical
evolution of the policy, the problems of the current
educational evaluation system, the burden transfer
between parents and society, and handle the
relationship between the country, the market, the
school and the society well, so as to guarantee the
successful execution of the policy, the return of
education to the school, the return of students to the
all-round development, the return of teachers to the
initial heart and mission of education, and the return
of parents to the society to cooperatively educate
people (Liu et al., 2022). In addition, the specific
differences and complexity of the implementation of
the "double reduction" policy in different regions
should be fully considered to help the smooth
implementation of the policy.
In addition, Qi et al. (2024) have emphasized that
the implementation of the "double reduction" policy
needs the coordination of the government, schools,
society, and other parties, overall promotion,
common governance, and the responsibility and
boundary of each subject should be clearly defined,
each responsible for their respective responsibilities,
good work, can promote the successful application of
the policy.
4 REFLECTION ON THE
LONG-DURATION EFFECTIVE
IMPLEMENTATION OF THE
"DOUBLE REDUCTION"
POLICY
Through discussing the logical dilemma of "reducing
burdens" in basic education, it can be concluded that
there are logical dilemmas of "load reduction" in
basic education (Dong et al., 2022). By analyzing the
prevalence of "meritocracy prevails," younger-age
trend competition, and early education selection, this
paper demonstrates the influence of "inner volume"
on the education system. Therefore, in order to
facilitate the robust progression of fundamental
education, it is imperative to surmount the
paradoxical predicament presented by the concept of”
alleviating the burden”. In order to enhance the
efficacy of local capacities in facilitating the
alleviation of burdens, it is imperative to modify the
governmental narrative, champion the concept of
“reduced burden with enhanced quality,” and
endeavor to tailor policy content to the specific needs
of localities, strive for "local customization" of policy
content, integrate normalization and sports promotion
methods, seek multi-dimensional support of reform,
and work together in coordination. (Yang et al.,
2016). But at present, this conclusion is too one-sided
and neglects the distribution of powers and
responsibilities between the central government and
the local government. In addition, to promote the
"double reduction" policy's execution, it is essential
to coordinate the interests of all parties in the society
(Liu et al., 2022). In view of the above problems and
scholars' views, this study has the following thoughts
on the long-term effective execution of the "double
reduction" policy.
First, for alter the instructive paradigm and shift
the value orientation, it is imperative to transform the
utilitarian perspective of education as perceived by
family, educational institutions, and society at large.
This necessitates a reduction in the singular emphasis
on academic achievements and a concurrent focus on
the holistic development of students. Parents should
learn about their children's learning situation in a
variety of ways, rather than just judging by their
grades. Second, in the construction of a good
implementation environment, parents should reduce
the excessive expectations of children's academics,
while the out-of-school training institutions should be
standardized management, to avoid seeking fame and
profit. At the same time, the society should positively
guide public opinion, reduce the behavior of selling
anxiety, and create a good social atmosphere for the
"double reduction" policy's implementation. Thirdly,
it is imperative to enhance the oversight mechanism,
rigorously monitor the illicit collection of tuitions
from primary and secondary school students, as well
as from extracurricular training establishments,
thereby guaranteeing the efficacious execution of the
pertinent policy. By clarifying the responsibilities of
all parties through legislation, the related department
should improve the legal system of education so that
"double reduction" supervision can be based on laws.
The fourth is to promote policy collaborative
innovation, construct the policy collaborative
innovation mechanism of government leading and

multi-participation, and dynamically adjust the policy
to respond to new problems and difficulties. At the
same time, evidence-based policy formulation,
evaluation, and improvement mechanisms improve
the science and rationality of policy design. Fifth, It
is vital to raise the caliber of education and
instructing, the school should enhance the quality of
classroom teaching, and reduce the parents' and kids'
"points" demand, which is the most fundamental and
effective management of out-of-school training. At
the same time through the teacher rotation and other
measures to promote the balance of education, to
ensure that students in the school to learn well. Sixth,
it is necessary to optimize homework management,
schools should build a scientific and effective
homework design, guidance, supervision, evaluation
system, and mechanism to reduce the burden of
students' homework. More attention should be paid to
the positive educational function of homework, and
teachers should be encouraged to innovate homework
design, such as layering, experiential homework, and
so on. The seventh is to construct a cooperative
education system of schools and colleges, activate the
endogenous power of parents, give play to the role of
family education in the Leader tree, recognize the
importance of family education, boost the
coordination of families and schools, and jointly
promote the "double reduction" policy's
implementation. The eighth is to consider the regional
differences and complexity, according to the specific
differences and complexity of various locations, and
formulate the "double reduction" policy
implementation strategy in accordance with the local
actual situation.
5 CONCLUSION
During the period of compulsory education, the
burden-reducing policy has been evolving and
different burden-reducing policies have brought a lot
of experience enlightenment. In the long run to
further promote effective implementation of the
"double reduction" policy, related department should
focus on changing the educational concept and value
orientation, building a good policy implementation
environment, and improving the supervision
mechanism to promote. Based on this, the problems
and limitations of the "double reduction" program in
place can be solved. To understand the theoretical
basis and practical significance of the "double
reduction" policy and explore the existing research
deficiencies, the "double reduction" policy can be
further effectively implementation, to really promote
the overall development of students, to continue to
promote the reform of educational methods, to
highlight educational equity, to optimize the
allocation of learning resources and to improve the
quality of education. But in fact, optimizing and
refining the policy requires not only the policy-
making department to study the specific situation of
each region in depth but also a lot of time and money
cost. At the same time in the actual operation and
implementation of the policy, the need for clearer
guidance and coordination mechanisms. In addition,
the change of concept and value orientation itself is a
long-term and complex process, which demands the
common endeavors of every societal segment. In
short, further promoting the long-term effective
execution of the "double reduction" policy requires
both effective guidance and supervision by the
government and relevant departments and joint
efforts of all sectors of society.
