Abstract: Study of evaluation of library organization with Indonesian National Standard in State Junior High School
Bandung. This research is motivated by the demands of the implementation of SNI of School Library that has
been published in 2009. And it is expected that 5 years after the SNI is published, it can be done. The main
issues studied in this research are: "Is the implementation of the State Junior High School library in Bandung
is in accordance with the SNI of School Library? This research was conducted with the aim to evaluate the
school library scholarship with the SNI of School Library field. The method used in this research is evaluative
method. The respondents of this research are the library managers of SMP Negeri Kota Bandung. SNI of
School Library itself has been published in 2009 and is expected to be realized after 5 (five) years. Through
evaluative analysis, it is expected to bring a positive impact, which in the end can organize school library in
accordance with the SNI field library. In general aspects of management, human resources and facilities also
infrastructure library based on the SNI has been on good criteria, although not all aspects are met. The
recommendation is the school library should meet all the criteria contained in the SNI of the school library
field. This is so that the implementation of library programs is standardized and meet the criteria.
1 INTRODUCTION
Library is one of learning source. The Library is the
institution managing the collection of written works,
printed works, and / or professional record work with
a standard system to meet the educational, research,
preservation, information, and recreation needs of the
users. Library as a vehicle for lifelong learning to
develop the potential of the community to become a
human who believes and cautious to God Almighty,
have a noble character, healthy, knowledgeable,
capable, creative, independent, and become citizens
of democratic and responsible in supporting the
implementation of national education (Undang-
undang Republik Indonesia, 2007).
The types of libraries include the National
Library, Public Library, School / Madrasah Library,
Library of Higher Education, and Special Library.
One type of library such as the school library. School
libraries itself are an integral part of learning
resources in schools.
Each school / madrasah organizes libraries that
meet the national standards of the library with respect
to the National Education Standards. The school
library is obliged to have a collection of textbooks
that are designated as compulsory textbooks on the
appropriate educational unit in sufficient quantities to
serve all learners and educators. School libraries
develop other collections that support the
implementation of the educational curriculum.
The school / madrasah library serves students of
equivalency education conducted within the
educational unit environment. The school / madrasah
library develops library services based on information
and communication technologies. Schools /
madrasahs allocate at least 5% of the school operating
budget / madrasah or expenditure of goods outside of
personnel expenditures and capital expenditures for
library development.
At this time there are still many schools that do
not have a library. Below is the data of the number of
SD and SMP libraries in Indonesia based on the 2011
Kemendikbud research results published by
kompas.com.

Based on the table above, there are many schools
that do not have a library, or there may be a library
but still not meet national standards. The Indonesian
National Standard (abbreviated as SNI) is the only
nationally accepted standard in Indonesia. SNI is
formulated by Technical Committee (formerly
referred to as Technical Committee) and determined
by Badan Standar Nasional (BSN). There are several
SNI especially in the library field, including SNI
School Library.
SNI 7329: 2009, School Library is intended to
provide guidance on library management that is
applicable to public and private school libraries
covering primary and secondary education. This
standard was discussed and agreed with consensus by
the Technical Committee 01-01 Library and Library
on 23 February 2009 in Jakarta and has received
feedback and input from the Indonesian
Standardization Society (MASTAN).
The application of standards is the use of a
normative document (including standards) by
interested parties in production, trade and other fields.
The application of the standard in the definition above
is essentially voluntary and can be done by various
parties concerned with the standards. The voluntary
nature of the application may become mandatory
when the standard is referred to by a regulation
established by a government in a country. Usually a
standard is mandatory when it comes to health, safety,
national economic development, and environmental
sustainability.
Based on the background that has been stated
previously, then the formulation of the problem that
became the focus in this study are: (a). How is the
conformity of library management implementation
with SNI of School Library? (B). What is the
suitability of library human resources with SNI of
School Library? (C). How is the suitability of library
facilities and infrastructure with SNI of School
Library?
Urgency of this research is to know the
implementation of SNI in school library field. SNI
Library School was published in 2009 and is expected
to be realized after 5 (five) years of the regulation is
published. This research is important to measure the
extent of school library supervision in accordance
with SNI of school library that is published by BSN.
School Libraries are libraries that exist or are held
in schools whether it is elementary, junior high
school, high school to high school like college.
School libraries are useful to support the learning
process whether students are in primary school or
high school. Most of the school library books consist
of a collection of textbooks or reading that can
support the learning process. The purpose of the
library is to increase interest and reading habits. But
not the same as the library in general, main purpose
of school library is to read to learn or add insight in
the field of science. Users of school library facilities
is the people who are in the school environment
whether they are students or educators (teachers).
School libraries have a goal that is to support the
implementation of educational programs such as
inculcate or foster children's interest to attract their
interest in reading. The school library is very
important for education.
Bafadal (2009) stated that the organization of
school libraries is not only to collect and store library
materials, but with the existence of school library, it
is expected to help students and teachers to complete
the tasks in the learning process. Suhendar (2007)
mentioned the purpose of the establishment of the
library is inseparable from the purpose of the whole
school education, which is to provide basic skills to
students, and prepare them for secondary education.
The benefits of school libraries according to
Bafadal (2009) are as follows.
The school library can generate students' love
of reading.
School library can enrich students' learning
experiences.
School library can instill independent learning
habits that finally makes students learn
independently.
School library can accelerate the process of
reading techniques mastery.
School library can help develop language
skills.
School librarycan train students to be
responsible.
School library can facilitate students in
completing school tasks.
School library can help teachers find teaching
resources.
School library can form students, teachers and
school staff in following the development of
science and technology.
In accordance with the library function that has
been stated previously the library should support the
learning process in school. The implementation of the
school library is expected in accordance with the SNI
of School Library field.
BSN (2009) School Library is intended to provide
guidance on library management that is applicable to
public and private school libraries covering primary
and secondary education. This standard was
discussed and agreed with consensus by the Technical

2009 in Jakarta and has received feedback and input
from the Indonesian Standardization Society
(MASTAN).
The SNI aspects that are studied in this research
such as (1) managerial aspect, (2) human resources
aspect and (3) infrastructure aspect.
2 METHODS
The research method is evaluative research with
quantitative approach. In accordance with the
statement that is proposed by Sukmadinata (2007)
evaluative research is a design and evaluation
procedures in collecting and analysing data
systematically to determine the value / benefit of a
practice (education). The value / benefit of a practice
(education) is based on the results of measurement /
data collection using certain standards / criteria used
in absolute or relative terms.
The evaluative study in this study was conducted
to measure how the suitability of the implementation
of the school library that is being implemented with
SNI which has been established by the National
Standards Agency.
The focus of research is more directed on the
suitability of library implementation with SNI. The
main subject of the research in large scale (research
population) that is all the manager of SMP Negeri in
Bandung. Sampling technique in research can be
done by cluster sampling. To obtain data and
information from respondents of the research above,
then will be developed the tool / instrument of data
collector. Meanwhile to collect data of respondent
from the library manager SMP Negeri Kota Bandung
it will use the instrument in form of Questionnaire.
3 RESULTS AND DISCUSSION
In general, the SNI of the library field has been met
by the respondents of the research, although there are
still some school libraries and some aspects that are
classified as quite good criteria.
The results are presented detail in the following
table of research results.

Based on the table above, there are three school
libraries that are still in sufficient criteria, namely
school library with code of B1, B2, and B3. The
school library of B1 is still lacking in managerial and
infrastructure aspects. School Library of B2 is still
lacking in aspects of facilities and infrastructure. The
school library of B3 is still lacking in managerial and
human resources aspects. The A3 school library is in
good category, but still lacking in managerial aspects.
All school libraries are expected to meet the SNI
of the school library. The SNI areas of school libraries
studied in this study are managerial, human resources
and facilities also infrastructure.
Based on the results of data exposure, the
managerial area of the school library is already in
good criteria. However, when each school library is
reviewed, there are still school libraries with good
criteria, namely the school library code of A3, B1, B3.
There is also a school library that has very good
criteria with the code of A1. The rest is on the good
criteria. It can be concluded that aspects of the
managerial field have already been fulfilled by the
school library. Although there are still some school
libraries that have not fulfilled it. The
recommendation is to complete aspects of the
managerial area based on the SNI of the school
library.
Furthermore, the field of human resources school
libraries are already on good criteria. However, when
each school library is reviewed, there are still school
libraries with good criteria, namely school libraries
with codes of A1 and B3. There is also a school

library that has very good criteria namely the A3
code. The rest is on the good criteria. It can be
concluded that aspects of the human resource field
have been fulfilled by the school library. Although
there are still some school libraries that have not
fulfilled it. One indication is that there are still few
libraries headed by librarians, and librarian
development activities for head and library personnel
are still on occasional criteria. The recommendation
is for the future, it is expected that the head of the
library is directly headed by a librarian with a library
background. Then librarian development activities
should always be followed by the head and library
staff.
Furthermore, the school facilities and
infrastructure facilities are already in good criteria.
However, when each school library is reviewed, there
are still school libraries with good criteria that is the
school library with codes of B1 and B2. There is also
a school library that has very good criteria namely the
code of A1 and A3. The rest is on the good criteria. It
can be concluded that the aspects in the field of
facilities and infrastructure have begun to be fulfilled
by the school library. Although there are still some
school libraries that have not fulfilled it. One of the
indications is that there is still a school library that
does not have a library book, a book procurement
program, no computer. Also extensive school library
is still under SNI criteria.
4 CONCLUSIONS
Based on the results of research and discussion in the
previous chapter, it can be concluded that the
managerial areas, human resources and facilities &
infrastructure of school libraries are on good criteria.
Although there are still school libraries that have not
met all aspects of the field. For example, in the
managerial field there are still school libraries that
have no vision and mission. In the field of human
resources, not all school libraries are headed by
librarians. In the field of facilities and infrastructure,
the extent of school libraries is still under the criteria
contained in the SNI school library.
Recommendations that can be submitted based on the
results of this study are related to the managerial field,
all school libraries should have a vision and mission
that refers to the vision and mission of the school.
With regard to human resources, the library head
should have a library background to make library
management more effective. Also related to human
resources, the development of librarians and
librarians should be intensified more intensively.
With regard to facilities and infrastructure, all school
libraries should have a master book and library book
development programs. With regard to the area of the
first school library room should meet the minimum
area of minimum listed in the SNI.
