Gender Equality and Legal Status Enhancement of the Fisherman’s Wife

Abstract

In the processes of seaport construction and the development of port services, wharves, and bridges for industry, trade, fish markets, business, and tourism, the government is less likely to see the social impact of the development on the fisherman’s economic activities and those of his wife in the field holistically. Additionally, the natural marine environment is undergoing ecological changes. The purposes of this study were to explore 1) the adaptation of fishermen to changes in the marine environment, 2) the legal status of fishermen’s wives / fisherwomen, and 3) strategies to increase the legal status of fishermen’s wives. Ethnographic methods and a literature review were used in this study. This study was conducted in Surabaya City and Tuban Regency, East Java. Data were analyzed qualitatively. The study results show the following: 1) in the summer, sea fishermen adapt regarding going to sea or not, and coastal fishermen adapt regarding whether to sail or rent boats for domestic tours. 2) For a long time, fishermen’s wives / fisherwomen have only been considered family workers by the government of Indonesia. They have no access to direct assistance from the government. There is gender inequality. The significant role and self-employed activity of fishermen’s wives / fisherwomen in the contribution of income and labor are less appreciated by the government. The status of fishermen’s wives / fisherwomen is marginalized. Less-than-ideal communication is conducted by the central and regional governments. 3) Strategies are needed to ensure that fishermen’s wives / fisherwomen are not marginalized and are recognized by the government of Indonesia by improving communication and coordination among ministries related to fishing communities and local governments. There is a need for legal recognition of the status of fishermen’s wives as self-employed workers, according to the work performed.
