Abstract

This paper studies the responsiveness of public institutions in investigating the rising number of sexual violence against the disabled by examining the system and procedure of Police Investigation Report. Primary data were collected from interviews with the police and PPRBM in Surakarta, Indonesia. Secondary data were collected from documentation studies. The data were analyzed using Naila Kabeer’s Social-Relation Approach to gender analysis. The research result shows that (1) PPRBM institution has an important role in bridging the interests of the disabled; (2) from the perspective of the companion and the victim’s translator the investigating authorities merely refer to positive law of the Police Investigation Report; (3) the professionalism and responsibility of the investigating authorities examination is still low (4) disabled movement through community media social into alternative and very influential. It concludes that in building resilience and justice for disabled victims, more cooperation between parties is needed to heighten awareness of the needs of the disabled.
