Abstract

Surakarta city government empowers its citizens to participate in a complaints system namely ULAS system launched in 2014. The aim is to improve government performance by managing the citizen complaints. The purpose of this study is to find out what the Surakarta government is doing to strengthen public participation in the ULAS system. The results of the research conducted by the city government which succeeded in strengthening the participation of the community with increased control, socialization, political participation, and institutional strengthening. This research uses descriptive qualitative methods. Data are gathered from structured interviews with a purposively selected group of respondents and documentation analysis using Creswell method.
