Convergence or Divergence in Global e-HRM? General Foundations and Basic Propositions

Stefan Strohmeier

2009

Abstract

Though increasingly adopted in different countries our current knowledge concerning the global adoption of electronic Human Resource Management (e-HRM) is limited at present. In particular, it is unclear whether e-HRM is a universal management practice or whether there are regional differences in the organizational adoption of e-HRM. The present paper therefore aims at an initial examination of this question, by a) elaborating the general foundations of global e-HRM and b) developing some basic propositions on global e-HRM. Discussing the foundations uncovers an ambitious and voluminous research task. Based on an analysis of basic institutional and cultural influences major results are the digital divide, contextual openness, and functional congruence of e-HRM.
