Abstract: Critical infrastructure asset identification is at the core of infrastructure risk management and protection. It is not possible to optimally and holistically assess risk to critical assets, without first knowing which assets are critical. Furthermore, diverse nations have different program needs eliminating effectiveness of a one size fits all methodology for critical infrastructure asset identification. Instead, we are executing a project dedicated to developing a multi-criteria decision system that will aid stakeholders in establishment of the methodology and eventually the identification of a critical infrastructure asset list. The decisions are based on objectives solicited from the key stakeholders and translated into key assessment attributes. This paper provides background on the project and briefly elaborates on the derivation of assessment objectives and criteria, a fundamental portion of the system under development.
