Abstract: E-Health Innovation in Indonesia was spear headed by government of Surabaya City with the aim of making people easier to come to health care institutions to do online registration. Number of people who never use online number retrieval via E-Health website was by 50%. So it is necessary to evaluate the attitude of public acceptance in using online registration system facility to avoid low utilization of online registration system. Purpose of this research was to analyse the non-user behavioural intention in E-Health online registration system in Surabaya healthcare institution used Unified Theory of Acceptance and Use of Technology (UTAUT) model. This research used an observational method, data and information were gathered without giving any intervention treatment. Nature of research was analytic survey with systematic random sampling. Result of this research was online registration that mostly had adequate performance expectancy and effort expectancy with good social influence. Ind ividual characteristic factors related to behavioural intention were education, employment, and knowledge. While factors which not related to behavioural intention were gender, age, and IT skills. There was a relationship between performance expectancy and effort expectancy with behavioural intention in E-Health's non-user enrolling group. There was no relationship between social influence and behavioural intention. (More)
