Foreword: This book contains the proceedings of the 13th International Conference on Informatics in Control, Automation and Robotics (ICINCO 2016), held in Lisbon, Portugal, 29-31 July, 2016. ICINCO is sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC), technically co-sponsored by the International Federation of Automatic Control (IFAC) and IEEE Robotics and Automation Society, and held in cooperation with the Association for the Advancement of Artificial Intelligence (AAAI), EUROMICRO, International Neural Network Society (INNS), euRobotics AISBL, Associação Portuguesa de Controlo Automático (APCA), Asia Pacific Neural Network Assembly (APNNA), Robotics Society of Japan (RSJ), ACM Special Interest Group on Artificial Intelligence (ACM SIGAI), SBA (Brazillian Society of Automation), Sociedade Portuguesa de Robótica (SPR) and European Association for Artificial Intelligence (EurAi). The ICINCO Conference Series has now become a major forum to debate technical and scientific advances presented by researchers and developers both from academia and industry, working in areas related to Control, Automation and Robotics that benefit from Information Technology. The high quality of the ICINCO 2016 program is enhanced by the five keynote lectures, given by internationally recognized researchers, namely: Richard D. Braatz (Massachusetts Institute of Technology, United States), Fumiya Iida (University of Cambridge, United Kingdom), Roland Siegwart (ETH Zürich, Switzerland), Houria Siguerdidjane (Supélec, France) and Sethu Vijayakumar (The University of Edinburgh, United Kingdom). ICINCO 2016 received 183 paper submissions from 47 countries of which 18% were accepted as full papers. In order to evaluate each submission, a double blind paper review was performed by the Program Committee. As in previous editions of the Conference, based on the reviewer’s evaluations and the presentations, selected authors will be invited to submit extended versions of their papers for a book that will be published by Springer with the best papers of ICINCO 2016. Conferences are also meeting places where collaboration projects can emerge from social contacts amongst the participants. Therefore, in order to promote the development of research and professional networks, the Conference includes in its social program a Social Event & Banquet for the evening of July 30th (Saturday). We would like to express our thanks and appreciations to all participants. First of all, to the authors, whose quality work is the essence of this conference. Second, to all the members of the Program Committee and all reviewers, who helped us with their expertise and valuable time they have invested in reviewing submitted papers. We would also like to deeply thank the invited speakers for their excellent contributions and sharing their knowledge and vision. Finally, a word of appreciation for the hard work of the INSTICC team; organizing a conference of this level is a task that can only be achieved by the collaborative effort of a dedicated and highly capable team.
