Foreword: This book contains the proceedings of the 2nd International Congress on Neurotechnology, Electronics and Informatics (NEUROTECHNIX 2014). NEUROTECHNIX 2014 is co-sponsored by INSTICC (The Institute for Systems and Technologies of Information, Control and Communication) and MedinRes – Medical Information. NEUROTECHNIX has the academic partnership of Istituto Italiano di Tecnologia (IIT) and is held in cooperation with Neurotech Network, Nansen Neuroscience Network, Associação Portuguesa de EEG e Neurofisiologia Clínica, Sociedade Portuguesa de Neurologia; International Neural Network Society; Società Italiana di Neurologia; World Federation for NeuroRehabilitation and held in collaboration with Antibodies Online. The Congress Technical Program includes oral presentations (full papers, short papers, extended abstracts, open communications) and posters, organized around four simultaneous tracks: Neuromodulation and Neural Prosthesis; Neural Rehabilitation; NeuroSensing and Diagnosis; Neurocomputing. All complete papers (fulls and shorts) are published in this book of proceedings. The congress includes also two thematic sessions organized by specialized researchers: VirtRehab 2014 - Special Session on Serious Games and Robotic Systems for Physical and Cognitive Rehabilitation and NeBICA 2014 - Special Session on Neuro-Bio-Inspired Computation and Architectures. A major aspect of the program is the inclusion of a set of five plenary keynote lectures, given by internationally distinguished researchers, namely: Febo Cincotti (Sapienza University of Rome, Italy); Eugenio Guglielmelli (Università Campus Bio-Medico, Italy); Constantin A. Rothkopf (Technical University Darmstadt, Germany); Danil Prokhorov (Toyota Tech Center, United States) and Hermano Igo Krebs (Massachusetts Institute of Technology, United States). NEUROTECHNIX received 47 submissions from 19 countries, in all continents of which 18% were presented as full papers. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified researchers in NEUROTECHNIX topic areas. A post-congress Special Issue of the Springer Series in Biosystems & Biorobotics (BioSysRob) is planned for publication of extended and revised versions of a restricted number of high quality papers presented during NEUROTECHNIX 2014. All papers presented at this congress will be available at the SciTePress Digital Library. Congresses are also meeting places where collaboration projects can emerge from social contacts amongst the participants. Therefore, in order to promote the development of research and professional networks the Congress includes in its social program a Congress Social Event & Banquet in the evening of October 25. We would like to express our thanks to all participants. First of all to the authors, whose quality work is the essence of this congress; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time.
