Foreword: This book contains the proceedings of the 11th International Conference on Cloud Computing and Services Science (CLOSER 2021) which was organized by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). This year CLOSER was, exceptionally, held as a web-based event, due to the Covid-19 pandemic, from 28 - 30 April. CLOSER 2021 was held in cooperation with ACM Special Interest Group on Management Information Systems. The technical program of CLOSER 2021 covered areas like “Services Science”, “Data as a Service”, “Cloud Operations”, “Edge Cloud and Fog Computing”, “Service Modelling and Analytics”, “Mobile Cloud Computing”, “Cloud Computing Fundamentals”, “Cloud Computing Platforms and Applications” and “Cloud Computing Enabling Technology”. The conference program also included 4 plenary keynote lectures, given by internationally distinguished researchers, namely – Ivica Crnkovic (Chalmers University of Technology, Sweden), Samuel Kounev (University of Würzburg, Germany), Maarten van Steen (University of Twente, Netherlands) and Ingo Weber (TU Berlin, Germany). CLOSER 2021 received 50 paper submissions from 20 countries, in all continents. To evaluate each submission, a double-blind paper review was performed by the Program Committee, whose members are highly qualified researchers in CLOSER topic areas. Based on the classifications provided, the full paper acceptance ratio was 20%. This strict acceptance ratio shows the intention to preserve the high quality of this event, which we expect to improve even further in the years to come. The number and high quality of the papers received imposed difficult choices in the reviewing process. Each paper was reviewed by at least, two reviewers. Based on those reviews, papers that adequately balanced quality, originality and relevance to the conference themes were selected. The proceedings will be submitted for indexation by Scopus, Google Scholar, DBLP, Semantic Scholar, Microsoft Academic, EI (Elsevier Index) and Web of Science / Conference Proceedings Citation Index. All presented papers will be available at the SCITEPRESS Digital Library. A short list of papers presented at the conference will be selected for publication of extended and revised versions in a CCIS (Communications in Computer and Information Science) Series book by Springer. Also, a short list of best papers will be invited for a post-conference special issue of the Springer Nature Computer Science Journal To recognize the best submissions, awards based on the best combined marks of paper reviews, as assessed by the Program Committee, and the quality of the presentation, as evaluated by the chairs during the conference, were conferred at the closing session of the conference. We would like to express our thanks to all the people who contributed to CLOSER 2021. First of all, to the authors, whose quality work has been essential for this conference; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, we acknowledge the professional support of the CLOSER 2021 team for all organizational processes, especially given the need to introduce online streaming, forum management, direct messaging facilitation and other web-based activities in order to make it possible for CLOSER 2021 authors to present their work and share ideas with colleagues in spite of the logistic difficulties caused by the current pandemic situation.
