Foreword: This volume contains the proceedings of the 13th International Conference on Software Technologies (ICSOFT 2018) held in Porto, Portugal from 26-28 July, 2018. ICSOFT is sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC) and held in cooperation with ACM Special Interest Group on Software Engineering (ACM SIGSOFT), the Institute of Electronics, Information and Communication Engineers (IEICE) and the IEICE Special Interest Group on Software Interprise Modelling (SWIM). The purpose of ICSOFT is to bring together researchers, engineers and practitioners interested in software technologies. The conference main areas are "Software Engineering and Systems Development", "Software Systems and Applications" and "Foundational and Trigger Technologies". The 2018 edition of ICSOFT includes four keynote talks delivered by internationally distinguished speakers: Gian Pietro Picco (University of Trento, Italy), Jan Mendling (Vienna University of Economics and Business, Austria), Tobias Hoellwarth (EuroCloud Europe, Austria) and Miguel Pupo Correia (Universidade de Lisboa, Portugal). This meeting is complemented with the Special Session on Interaction Design in Educational Environments (IDEE) and the Special Session on Software Engineering for Service and Cloud Computing (SE-CLOUD). The ICSOFT conference received 130 paper submissions, including special session papers, from 28 countries. In total 22% of the paper submissions were accepted as full papers. To assess each submission, a double-blind paper evaluation method was used. Each paper was reviewed by at least two internationally known experts from the ICSOFT Program Committee. As in previous editions of the conference, based on the reviewers’ evaluations and on the session chairs’ reports of the paper presentations, a selection of best papers presented at the conference will be made. The authors of these papers will be invited to submit extended versions for a book, which will be published by Springer with the best papers of ICSOFT 2018. The program for this conference required the dedicated effort of many people. Firstly, we must thank the authors, whose research efforts are herewith recorded. Next, we thank the members of the Program Committee and the additional reviewers for their diligent and professional reviewing. Last but not least, we thank the keynote speakers for their invaluable contribution and for taking the time to prepare their talks. Finally, a word of appreciation for the hard work of the INSTICC team; organizing a conference of this level is a task that can only be achieved by the collaborative effort of a dedicated and highly capable team. A successful conference involves more than paper presentations; it is also a meeting place, where ideas about new research projects and other ventures are discussed and debated. Therefore, a social event & banquet has been arranged for the evening of July 27th to promote social networking among keynote speakers, researchers, and other participants.
