Foreword: This book contains the proceedings of the 8th International Conference on Smart Cities and Green ICT Systems (SMARTGREENS 2019) which was co-organized by the University of Crete and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). The conference was technically co-sponsored by the IEEE Technical Area in Green Computing and held in cooperation with the ACM Special Interest Group on Computers & Society (ACM SIGCAS), EDSO for Smart Grids, Cluster Habitat Sustentável (centroHabitat), OSGP Alliance, Siemens AG and Smart Cities Council. We expect that this proceedings book, which approach areas like “Energy-Aware Systems and Technologies”, “Sustainable Computing and Systems”, “Smart Cities and Smart Buildings”, “Demos and Use-Cases” and “Smart and Digital Services” appeals to a global audience of engineers, scientists and business people interested in the research topics of SMARTGREENS. We believe the proceedings here published demonstrate new and innovative solutions, and highlight challenging technical problems in each field. The meeting is complemented with the Modelling Practical Paradigms of Green Manufacturing Systems (MoMa-GreenSys) and a Tutorial on Discrete Event Diagnosis of Sustainable Habitation delivered by Calin Ciufudean, and also an Invited Talk delivered by Anna Nikina-Ruohonen, (Grenoble Ecole de Management, France). SMARTGREENS 2019 received 44 paper submissions, including special sessions, from 22 countries in all continents of which 16% were accepted as full papers, which shows the intention of preserving a high quality forum for the next editions of this conference. Moreover, the conference also featured a number of keynote lectures delivered by internationally known experts, namely Norbert Streitz, (Founder and Scientific Director, Smart Future Initiative, Germany), Rudolf Giffinger, (Centre of Urban and Regional Research, Department of Spatial Planning, TU Wien, Austria) and Jeroen Ploeg, (2getthere B.V., Utrecht, The Netherlands and Eindhoven University of Technology, Eindhoven, Netherlands) and thus contributing to increase the overall quality of the conference and to provide a deeper understanding of the conference interest fields. The number and high quality of the papers received imposed difficult choices in the review process. Each paper was reviewed by at least, two reviewers. From these reviews, those papers that were adequately balanced in terms of quality, originality and relevance to the conference themes were selected. Besides the proceedings edited by SCITEPRESS, a post-conference book will be compiled with extended versions of the conference´s best papers and published by Springer in a CCIS Series book. To recognize the best submissions and the best student contributions, awards based on the best combined marks of paper reviewing, as assessed by the Program Committee, and the quality of the presentation, as evaluated by session chairs at the conference venue, were conferred at the closing session of the conference. As a final point, we would like to express our thanks, first of all, to the authors of the technical papers, whose work and dedication made possible to put together a program that we believe is very exciting and of high technical quality. Next, we would like to thank all the members of the program committee and auxiliary reviewers, who helped us with their expertise and time. We would also like to thank the invited speakers for their invaluable contribution and for sharing their vision in their talks. Special thanks should be addressed to the INSTICC Steering Committee whose invaluable work made this event possible and finally, a word of appreciation for the hard work of the secretariat: organizing a conference of this level is a task that can only be achieved by the collaborative effort of a dedicated and highly capable team. We wish all of you an inspiring conference and an unforgettable stay at Heraklion, Crete, Greece.
