Foreword: This book contains the proceedings of the 9th International Conference on Pervasive and Embedded Computing and Communication Systems (PECCS 2019) which was sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC), and held in cooperation with IET – The Institution of Engineering and Technology. The proceedings here published demonstrate new and innovative solutions and highlight technical problems in each field that are challenging and worthwhile being disseminated to the interested research audiences. Pervasive and embedded computing and communication is a paradigm that aims at providing trustworthy computing solutions and communication services all the time and everywhere. This entails the need for an interdisciplinary field of R&D that combines signal processing with computer hardware and software technologies, and utilizes and integrates pervasive, wireless, embedded, wearable and/or mobile systems. Applications range from ambient intelligence to ubiquitous multimedia, multidimensional signal processing, sensors, robotics, integrated communication systems and nanotechnologies. PECCS 2019 will bring together researchers, engineers and practitioners interested in the theory and applications in these areas. We are proud to inform that the program also includes two plenary keynote lectures, given by internationally distinguished researchers, namely Andreas Holzinger (Medical University Graz, Austria) and Kayyali Mohamed (International Federation of Global & Green Information Communication Technology, United States). PECCS 2019 received 20 paper submissions and to evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified researchers in PECCS topic areas. Based on the classifications provided, only 3 papers were selected as full papers and 10 as short papers. The full paper acceptance ratio was 13%. This strict acceptance ratio shows the intention to preserve a high quality forum which we expect to develop further next year. All papers presented at this conference will be available at the SCITEPRESS Digital Library. We would like to express our thanks to all participants. First of all, to the authors, whose quality work is the essence of this conference; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, a word of appreciation for the hard work of the secretariat: organizing a conference of this level is a task that can only be achieved by the collaborative effort of a dedicated and highly capable team.
