Foreword: Over the years, a number of methods, techniques, and tools have been developed to support the different areas and aspects of Software Engineering (SE). An increasing amount of empirical evidence is expected to help researchers and practitioners to assess the current research and to identify the most promising areas of the technical advance in SE. Evidence-Based Software Engineering (EBSE) has been gaining significant attention from SE researchers since its introduction at ICSE 2004. Since then, more and more evidential assessments (in the forms of primary studies and secondary studies, e.g. systematic reviews) have been reported on a wide variety of topics in SE. Along with the growth of EBSE, many methodological issues related to empirical and evidence-based SE are also emerging. The International Workshop on Evidential Assessment of Software Technologies (EAST 2011), which is co-located with ENASE 2011 in Beijing, is aimed at bringing together both researchers and practitioners in software engineering (SE), empiricists and theorists in research community, to discuss the rigor, relevance, experience and challenges of adopting empirical and evidence-based research methodologies in SE, as well as investigate the relation between the both. To be specific for Asia-Pacific in 2011, the overall goal of the workshop is also to conclude the status of empirical and evidence-based research in this region, and further develop a research agenda for increasing the quality of empirical research and fostering the adoption of evidence-based practice in this region. The workshop program committee selected six full papers and four short papers from the submissions for the workshop from four countries: Australia, China, Iran, and the United Kingdom. They report the empirical research on several interesting topics in software engineering, e.g. software testing, software process improvement, agile development, systematic review, and web security. We sincerely thank all the authors who submitted papers for this workshop, the Workshop Program Committee for volunteering their time to help assess the submissions, and particularly Muhammad Ali Babar for his insightful keynote.
