Foreword: This book contains the proceedings of the 4th International Conference on Complexity, Future Information Systems and Risk (COMPLEXIS 2019) which was organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC) and co-organized by the University of Crete. This conference was held in cooperation by Netherlands Platform Complex Systems, International Federation for Systems Research, European Association for Theoretical Computer Science, International Society for the Systems Sciences, Centre for Chaos and Complex Networks (CityU of Hong Kong), Centre of Complex Systems IPN, Centre for Complex Systems Studies and the Laboratory of Informatics, Computational Methods and Information Security. We hope that these proceedings, which include areas like “Complexity in Informatics, Automation and Networking”, “Complexity in Biology and Biomedical Engineering“, “Complexity in Social Sciences”, “Complexity in Computational Intelligence and Future Information Systems“, “Complexity in EDA, Embedded Systems, and Computer Architecture”, “Network Complexity“ and “Complexity in Risk and Predictive Modeling” would interest a global audience of engineers, scientists and students involved in the research topics of COMPLEXIS. We believe the proceedings published demonstrate new and innovative solutions, and highlight challenging technical problems in each field. COMPLEXIS 2019 received 22 paper submissions from 14 countries. From these, 7 papers were published and presented as full papers. The conference was complemented with a shared special session entitled Inter-Disciplinary Research - IDR (chaired by Victor Chang, Robert Walters, Víctor Méndez Muñoz, Patricia Baudier, Ruijun Bu and Roger Hallman) and with the fourth edition of the High Quality Journal and Visionary Forum. The conference also featured three keynote lectures delivered by internationally known experts, namely Francisco Herrera (University of Granada, Spain), Bonghee Hong (Pusan National University, Korea, Republic of) and Eleni Karatza (Aristotle University of Thessaloniki, Greece). These talks contribute to increase the overall quality of the conference and to provide a deeper understanding of the conference interest fields. The number and high quality of the papers received imposed difficult choices in the review process. Each paper was reviewed by at least, two reviewers. Based on those reviews, papers that adequately balanced quality, originality and relevance to the conference themes were selected. The proceedings of COMPLEXIS will be submitted for indexation by DBLP, Thomson-Reuters Conference Proceedings Citation Index, EI, SCOPUS, Semantic Scholar and Google Scholar. A short list of papers presented at the conference will be selected for publication of extended and revised versions in a special issue of the Springer's Computing Journal (IF=1.654). In addition Authors of best papers will be invited to submit extended and revised versions in a special issue of Journal for Complex Networks and International Journal on Multi-Sensor, Multi-Source Information Fusion (IF= 6.639). All presented papers will be available at the SCITEPRESS digital library. To recognize the best submissions and the best student contributions, awards based on the best combined marks of paper reviewing, as assessed by the Program Committee, and the quality of the presentation, as evaluated by the chairs at the conference venue, were conferred at the closing session of the conference. As a final point, we would like to express our thanks, first of all, to the authors of the technical papers, whose work and dedication made it possible to create a program that we believe is very exciting and of high technical quality. Next, we would like to thank all the members of the program committee and auxiliary reviewers, who helped us with their expertise and time. We would also like to thank the invited speakers for their invaluable contribution and for sharing their vision in their talks. Special thanks should be addressed to the INSTICC Steering Committee whose invaluable work made this event possible and finally, a word of appreciation for the hard work of the secretariat: organizing a conference of this level is a task that can only be achieved by the collaborative effort of a dedicated and highly capable team.
