Abstract

Analysis of health problems is needed in order to plan the solution program for the health problems effectively and efficiently because of limited resources in the districts. The Health Profile of the Pasuruan District in 2015 had 1,074 cases of HIV/AIDS. The purpose of this study was to analyze the health problems in the HIV/AIDS program in the Health Office of Pasuruan District in 2016. Problem analysis was conducted by examining secondary data trough District Health Profiles from 2011 to 2015 and primary data obtained from interviews. Analysis of Health Problems was conducted December 2015 until January 2016 at the Health Office of Pasuruan District. The selection of problem priority was committed by using the USG methods of each issue. Determination of root causes through an Ishikawa diagram. USG methods showed that the priority of the main problem in the HIV/AIDS program was the social stigma existing in society. The Ishikawa diagram showed that the lack of public’s knowledge about HIV/AIDS caused the stigma in society so it will also impact on utilization of HIV/AIDS test service. The public's fear and general view of HIV/AIDS was caused by social stigma in society due to the lack knowledge of HIV/AIDS.
