Abstract

E-petitioning, a genre of technology-based collective action tools, makes it possible for members of the public to address government decision makers directly with their requests for action. Using a wide range of electronic petitioning platforms, individuals can request specific actions of their own government or governments of other countries, and gather support for their requests through the accumulation of signatures from supporters. Usually the vast majority of electronic petitions fail to attract much support, but some petitions become extremely popular. While E-petitioning are identic with youth movement, that’s not the case with this one. We explore the case of "Membatalkan kebijakan baru pencairan dana JHT (Jaminan Hari Tua) minimal 10 tahun" a Change.org petition initiated in spring 2015 following the ratification of Peraturan Pemerintah No. 46/2015 that regulate JHT funds which can only be collected after 10 years of membership. This regulation was seen as unfair since it was rushed and there was next to none socialization The petition targeted government leaders Indonesia such as President Joko Widodo and Muhammad Hanif Dhakiri the Minister of Manpower and Transmigration. This paper investigates what factors in the text content of online petitions influence their chance of success. Using signature data from Change.org, Twitter and other social media data we use qualitative research methods espescially social network analysis techniques and time series analysis to explore the cause and factor behind this successful e-petition. We believe that the findings have important implications to both petition websites, petitioners and social media studies in general.
