Abstract

This paper aims to describe the use of public sphere for political participation through media by government. The public sphere has a great potential for involving public participation in politics state as a necessity of democracy. Both offline and online media, as a medium of public sphere representation, need to be used by government for giving a basis in government policy recommendation regarding emerging issues. How does the government use public sphere for political participation through media? It is necessary to conduct research by using the constructivist paradigm and descriptive qualitative approach with interviews, observation, and literature review method through the sluice model from Habermas. This research found that the government used the media as a public sphere for filtering public opinion by offline media (national television, national newspapers and several regional newspapers) and online media (national websites and social media Twitter) through three series of public issues monitoring activities. Government policy recommendation resulted from public issues monitoring activities indicates that the public political participation in the media is supporting a sluice model in the deliberative democracy process. Another important finding is a Filter in sluice model is also making recommendation from public opinion
