Abstract

The Regional Autonomy Policy that has been going on for more than sixteen years was considered to bring change. Through regional autonomy, each region is entitled, obliged, and authorized to govern its own governmental affairs and the interests of its people. Realizing an effective and efficient as well as proper functioning and right-sized local governance in accordance with the workload and local capability, in 2016 the government of Central Java arranged and merged several Satuan Kerja Perangkat Daerah/SKPD (the regional government units). This study analyzes how horizontal communication is used between staff-level employees at one of the SKPD of Central Java Government in facing the organizational change. Horizontal communication plays an important role in fostering relationships among employees and creating an integrated work unit. The research results showed that a human relations approach is applied in building horizontal communication after the change to the regional government units. Such an approach was useful in achieving employee satisfaction as one of the efforts to improve performance in realizing the organization’s vision and mission. This study used a qualitative approach with case study and observation as well as in-depth interviews as data collection techniques.
