Foreword: This book includes the papers accepted for presentation at the 8th International Conference on Pattern Recognition Applications and Methods (ICPRAM 2019). The conference, sponsored by the “Institute for Systems and Technologies of Information, Control and Communication (INSTICC)” and endorsed by the International Association for Pattern Recognition (IAPR), is organized “in cooperation” with the Association for the Advancement of Artificial Intelligence (AAAI), the Associação Portuguesa de Reconhecimento de Padrões (APRP), the Italian Association for Artificial Intelligence (AI*IA), and the International Neural Network Society (INNS). ICPRAM aims at providing a common forum for researchers active in either theory or practice of the manifold branches of the general field of Pattern Recognition. Conference attendees have the opportunity to meet and exchange ideas on their scientific achievements and future research plans, and can establish new collaborations to investigate new approaches. Since its first edition, held in 2012, ICPRAM has gathered in a single venue researchers working on applications of pattern recognition techniques for the solution of real-world problems, as well as researchers whose theoretical studies provide new insights advancing pattern recognition methods, and scientists active in interdisciplinary research. Thus, ICPRAM represents an excellent opportunity for researchers, engineers, and practitioners in all increasing and widening areas of Pattern Recognition. ICPRAM 2019 received 138 submissions from 36 countries. All papers were peer reviewed in single blind manner. As result of the reviewing process, 25 papers were selected for oral presentation as full papers, 52 papers for oral presentation as short papers, and 32 papers for poster presentation. The obtained Technical Program includes a noticeable variety of topics, and we hope that conference attendees will appreciate it. In order to testify the value of the best contributions, the conference organization has planned to assign three awards to be given during the conference: the Best Scientific Paper Award, the Best Student Paper Award and the Best Poster Award. The first two awards will be given to Author(s) of selected ICPRAM 2019 full papers. The winning papers will be chosen by the Program/Conference Chairs based on the combination of two elements: the best combined review marks, assessed by the Program Committee, and the paper presentation quality, assessed by Session Chairs at the conference venue. The best Poster Award will be given to the Authors of the paper presented with the most appealing poster. The winning poster will be selected by the Program/Conference Chairs also taking into account the conference attendees’ appreciation. Besides the accepted contributions, as a further matter of interest and scientific growth, the conference program also includes a discussion panel and three invited talks by internationally distinguished speakers, namely: Bram van Ginneken (Radboud University Medical Center, Netherlands), Michal Irani (Weizmann Institute of Science, Israel) and Davide Maltoni (University of Bologna, Italy). Finally, we take the opportunity to thank the authors, all the members of the Program Committee and the additional reviewers, the invited speakers, and all members of the INSTICC team whose collaboration has been fundamental for the success of this conference.
