Foreword: This book contains the proceedings of the 8th International Conference on Photonics, Optics and Laser Technology (PHOTOPTICS 2020) which was sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). PHOTOPTICS 2020 was held in cooperation with the European Materials Research Society (E-MRS), the Italian Society of Optics and Photonics (SIOF), Società Italiana di Fisica, the Japan Society of Applied Physics (JSAP), Photonics21, Canadian Nano Society, the Portuguese Society of Materials (SPM), the Optical Society (OSA) and the European Physical Society (EPS). The Science and Technology Events (SCITEVENTS) was the Logistics Partner. The Conference Program included oral presentations (full papers, short papers, open communications and abstracts) and posters, organized in three simultaneous tracks: “Optics”, “Photonics” and “Lasers”. We are proud to announce that the program also included four plenary keynote lectures, given by internationally distinguished researchers, namely – Isabelle Staude (Friedrich Schiller University Jena, Germany), Onofrio Maragò (CNR - Istituto Processi Chimico-Fisici, Italy), Annemarie Pucci (University of Heidelberg, Germany) and Giulio Cerullo (Politecnico di Milano, Italy). PHOTOPTICS received 39 paper submissions from 18 countries. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified researchers in PHOTOPTICS topic areas. Based on the classifications provided, 10 papers were selected as full papers which led to a full paper acceptance ratio of 26%. These strict acceptance ratios showed the intention to preserve a high quality forum, which we expect to develop further next year. All papers presented at this conference will be available in the SCITEPRESS Digital Library. This year, PHOTOPTICS also had two successful Special Sessions: the Special Session on Biomedical Optics (Biophotonics) and the Special Session on Nanophotonics, Plasmonics and Metamaterials (NanoPlasMeta). Both of these sessions helped to promote the discussion about relevant projects on each field. Conferences are also meeting places where collaboration projects can emerge from social contacts amongst the participants. Therefore, in order to promote the development of research and professional networks the Conference included in its social program a Conference Social Event & Banquet on the evening of the 28th of February. We would like to express our thanks to all participants. First of all to the authors, whose quality work is the essence of this conference; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, words of appreciation for the hard work of the secretariat: organizing a conference of this level is a task that can only be achieved by the collaborative effort of a dedicated and highly capable team. The organization distributed three paper awards at the conference closing session. A "Best Paper Award", "Best Student Paper Award" and a “Best Poster Award” were conferred to the author(s) of the best papers and poster presented at the conference, selected by the Program/Conference Chairs based on the best combined marks of paper reviewing, assessed by the Program Committee, and paper presentation quality, assessed by session chairs at the conference venue.
