Foreword: This book contains the proceedings of the 15th International Conference on Web Information Systems and Technologies (WEBIST 2019), which was organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC) and co-organized by TU Wien. The conference was held in cooperation with the European Research Center for Information System (ERCIS), the Association Tunisienne pour l'Intelligence Artificielle (ATIA) and the Open Group. The purpose of this conference is to bring together researchers and practitioners interested in technological advances and business applications of web-based information systems. WEBIST featured five main topic areas, covering different aspects of Web Information Systems, namely Internet Technology, Mobile and NLP Information Systems, Service Based Information Systems, Platforms and Eco-Systems, Web Intelligence, and Web Interfaces. WEBIST 2019 received 87 paper submissions from 30 countries, of which 23% were accepted as full papers. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified independent researchers in the WEBIST topic areas. The high quality of the WEBIST 2019 program was enhanced by three keynote lectures, delivered by experts in their fields, including: Karl Aberer (EPFL, Switzerland), Claus Pahl, (Free University of Bozen-Bolzano, Italy) and Steffen Staab (University of Koblenz-Landau, Germany). In addition, the 4th International Special Session on Advanced practices in Model-Driven Web Engineering – APMDWE, chaired by Julián García-García, Andres Jimenez Ramirez and José González Enríquez and the Special Session on E-Learning and Educational Technological Innovation - 2ETI, chaired by Liliana Enciso were held together with WEBIST 2019. All presented papers will be submitted for indexation to Thomson Reuters Conference Proceedings Citation Index (CPCI/ISI), DBLP, EI (Elsevier Engineering Village Index), Scopus, Semantic Scholar, Google Scholar and Microsoft Academic, as well as being made available at the SCITEPRESS Digital Library. Besides the proceedings, published by SCITEPRESS, a post-conference book will be compiled with revised and extended versions of the conference best papers and published by Springer in a Lecture Notes in Business Information Processing (LNBIP) Series book. The best contributions to the conference were distinguished with awards based on the combined comments and marks of paper reviews, assessed by the Program Committee, and the quality of the paper presentation, assessed by session chairs at the conference venue. Building an interesting and successful program for the conference required the dedicated effort of many people. Firstly, we would like to thank the authors, whose research and development efforts are recorded here. Secondly, we thank the members of the program committee and additional reviewers for their diligence and expert reviewing. We also wish to include here a word of appreciation for the excellent organization provided by the conference secretariat, from INSTICC, which has smoothly and efficiently prepared the appropriate environment for a productive meeting and scientific networking. Last but not least, we thank the invited speakers for their invaluable contribution and for taking the time and effort to synthesize and deliver their talks. (More)
