Foreword: This book contains the proceedings of the 11th International Conference on Web Information Systems and Technologies (WEBIST 2015) which was organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). The conference was held in cooperation with the Association Tunisienne pour l'Intelligence Artificielle (ATIA) and the Web Intelligence Consortium (WIC). This conference was also technically sponsored by the European Research Center for Information System (ERCIS). The purpose of this Conference is to bring together researchers and practitioners interested in technological advances and business applications of Web-based information systems. WEBIST 2015 had five main topic areas, covering different aspects of Web Information Systems, namely “Internet Technology”, “Web Interfaces and Applications”, “Society, e-Business, e-Government”, “Web Intelligence”, and “Mobile Information Systems”. We strongly believe the proceedings here published demonstrate new and innovative solutions, and highlight technical problems in each field that are challenging and worthwhile. WEBIST 2015 received 115 paper submissions from all continents. From these, 27 papers were published and presented as full papers, 50 were accepted as short papers. These numbers, leading to a full-paper acceptance ratio of 23.5% and an oral paper acceptance ratio of 67%, show the intention of preserving a high quality forum for the next editions of this conference. The high quality of the WEBIST 2015 programme was enhanced by six keynote lectures, delivered by experts in their fields. They were given by Victor Chang (Leeds Beckett University, United Kingdom), Paolo Traverso (Center for Information Technology – IRST (FBK-ICT), Italy), Bernd Amann (LIP6 - Pierre and Marie Curie University, France), Nishanth Ramakrishna Sastry (King's College London, United Kingdom), Alberto Broggi (VisLab - Universita' di Parma, Italy) and Cornel Klein (Siemens AG, Germany). Besides the proceedings edited by SCITEPRESS, a post-conference book will be compiled with extended versions of the conference´s best papers and published by Springer in a Lecture Notes in Business Information Processing (LNBIP) Series book. Also, a short list of papers presented at the conference venue will be selected for publication of extended and revised versions in a special issue of Springer's Computing Journal. Appropriate indexing has been arranged for the proceedings of WEBIST 2015 including Thomson Reuters Conference Proceedings Citation Index, INSPEC, DBLP, EI and Scopus. Furthermore, all presented papers will be available at the SCITEPRESS digital library. The best contributions to the conference and the best student submissions were distinguished with awards based on the best combined marks of paper reviewing, as assessed by the Program Committee, and the quality of the presentation, as assessed by session chairs at the conference venue. Building an interesting and successful program for the conference required the dedicated effort of many people. Firstly, we greatly thank the authors, whose research and development efforts are recorded here. Secondly, we thank the members of the program committee and additional reviewers for their diligence and expert reviewing. We also wish to include here a word of appreciation for the excellent organization provided by the conference secretariat, from INSTICC, which has smoothly and efficiently prepared the most appropriate environment for a productive meeting and scientific networking.
