Foreword: This book contains the proceedings of the 16th International Conference on Web Information Systems and Technologies (WEBIST 2020), which was organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). The conference was held in cooperation with ACM Special Interest Group on Hypertext the Web and the European Research Center for Information System (ERCIS). This year WEBIST was, exceptionally, held as a web-based event, due to the Covid-19 pandemic, from 3 – 5 November. The purpose of this conference is to bring together researchers and practitioners interested in technological advances and business applications of web-based information systems. WEBIST featured seven main topic areas, covering different aspects of Web Information Systems, namely Internet Technology, Mobile Systems, Web infrastructures, Architectures and Platforms, Artificial Intelligence on the Web, Semantic Web, Web Interfaces and Social Networking. WEBIST 2020 received 48 paper submissions from 22 countries, of which 31% were accepted as full papers. To evaluate each submission, a double-blind paper review was performed by the Program Committee, whose members are highly qualified independent researchers in the WEBIST topic areas. The high quality of the WEBIST 2020 programme was enhanced by three keynote lectures, delivered by experts in their fields, including: Stefan Decker (RWTH Aachen University, Germany), Frank van Harmelen (The Hybrid Intelligence Center & Vrije Universiteit Amsterdam, Netherlands) and Luc Moreau (King's College London, United Kingdom). In addition, the 5th International Special Session on Advanced Practices in Model-Driven Web Engineering – APMDWE, chaired by José González Enríquez and Andrés Jiménez Ramírez and the Special Session on Data Mining and Machine Learning Applications for Cyber Security - DMMLACS 2020, chaired by Alaa Mohasseb and Benjamin Aziz were held together with WEBIST 2020. All presented papers will be submitted for Scopus, Google Scholar, DBLP, Semantic Scholar, Microsoft Academic, EI (Elsevier Engineering Village Index) and Thomson Reuters Conference Proceedings Citation Index (CPCI/ISI) and, as well as being made available at the SCITEPRESS Digital Library. Besides the proceedings edited by SCITEPRESS, a post-conference book will be compiled with extended versions of the conference´s best papers and published by Springer in a Lecture Notes in Business Information Processing (LNBIP) Series book. Also, a short list of best papers will be invited for a post-conference special issue of the Springer Nature Computer Science journal. The best contributions to the conference (academic and industrial) the best student and best poster submissions were distinguished with awards based on the best combined marks of paper reviewing, as assessed by the Program Committee, and the quality of the presentation, as assessed by session chairs at the conference venue. Building an interesting and successful program for the conference required the dedicated effort of many people. Firstly, we greatly thank the authors, whose research and development efforts are recorded here. Secondly, we thank the members of the program committee and additional reviewers for their diligence and expert reviewing. Finally, we acknowledge the professional support of the WEBIST 2020 team for all organizational processes, especially given the need to introduce online streaming, forum management, direct messaging facilitation and other web-based activities in order to make it possible for WEBIST 2020 authors to present their work and share ideas with colleagues in spite of the logistic difficulties caused by the current pandemic situation. We hope that all colleagues who participated in the conference and/or read its proceedings, find this a fruitful and inspiring conference. We hope to contribute to the development of the Web Information Systems and Technologies community and look forward to having additional research results presented at the next edition of WEBIST, details of which are available at http://www.webist.org.
