Foreword: This book contains the proceedings of the 9th International Conference on Web Information Systems and Technologies (WEBIST 2013) which was organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC) and co-organized by RWTH Aachen University. The conference was held in cooperation with Association for Computing Machinery/Special Interest Group on Management Information Systems (ACM SIGMIS) and technically sponsored by the European Research Center for Information System (ERCIS). The purpose of this Conference was to bring together researchers, engineers and practitioners interested in technological advances and business applications of web-based information systems. WEBIST had five main topic areas, covering different aspects of Web Information Systems, including “Internet Technology”, “Web Interfaces and Applications”, “Society, e-Business, e-Government”, “Web Intelligence” and “Mobile Information Systems”. We believe the proceedings here published demonstrate new and innovative solutions, and highlight technical problems in each field that are challenging and worthwhile. The conference was also complemented with three special sessions, namely the Special Session on Business Apps - BA (co-chaired by Tim A. Majchrzak and Gottfried Vossen); the Special Session Socio-technical Dynamics in Information Systems - STDIS (chaired by Monique Janneck) and the Special Session on Future Workplace - Socio-technical Impacts on Knowledge and Information Work - FWP (co-chaired by Andrea Denger and Bernd Fachbach). WEBIST 2013 received 143 paper submissions from 43 countries in all continents. A double-blind review process was enforced, with the help of 190 experts from the international program committee, all of them with a Ph.D. in one of the main conference topic areas. From these paper submissions only 27 papers were selected to be published and presented as full papers, i.e. completed work (10 pages in proceedings / 30’ oral presentations) and 30 additional papers, describing work-in-progress as short papers for 20’ oral presentation. Furthermore 29 additional papers will be also presented as posters. The full-paper acceptance ratio was 19%, and the total oral paper acceptance ratio was 39,9%. These ratios denote a high level of quality, which we intend to maintain or reinforce in the next edition of this conference. The high quality of the WEBIST 2013 programme is enhanced by four keynote lectures, delivered by experts in their fields, including (alphabetically): Brian Donnellan (National University of Ireland, Maynooth, Ireland), Emer Coleman (Government Digital Services, United Kingdom) and Harald Schöning (Software AG, Germany). Besides the proceedings edited by SCITEPRESS, a post-conference book will be compiled with extended versions of the conference´s best papers, and published by Springer-Verlag. Appropriate indexing has been arranged for the proceedings of WEBIST 2013 including Thomson Reuters Conference Proceedings Citation Index, INSPEC, DBLP and EI. Furthermore, all presented papers will be available at the SCITEPRESS digital library. The best contributions to the conference and the best student submissions were distinguished with awards based on the best combined marks of paper reviewing, as assessed by the Program Committee, and the quality of the presentation, as assessed by session chairs at the conference venue. Building an interesting and successful program for the conference required the dedicated effort of many people. Firstly, we must thank the authors, whose research and development efforts are recorded here. Secondly, we thank the members of the program committee and additional reviewers for their diligence and expert reviewing. We also wish to include here a word of appreciation for the excellent organization provided by the conference secretariat, from INSTICC, which has smoothly and efficiently prepared the most appropriate environment for a productive meeting and scientific networking.
