Foreword: This book contains the proceedings of the 9th International Conference on Photonics, Optics and Laser Technology (PHOTOPTICS 2021) which was sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). PHOTOPTICS 2021 was held in cooperation with the European Materials Research Society (E-MRS), Società Italiana di Fisica, the Italian Society of Optics and Photonics (SIOF), Photonics21 and Photonics Austria. The Science and Technology Events (SCITEVENTS) was the Logistics Partner. This year PHOTOPTICS was, exceptionally, held as a web-based event, due to the COVID-19 pandemic, from 11 – 13 February. The Conference Program included oral presentations (full papers, short papers and abstracts) and posters, organized in three simultaneous tracks: “Optics”, “Photonics” and “Lasers”. We are proud to announce that the program also included four plenary keynote lectures, given by internationally distinguished researchers, namely – Dieter Bimberg (Bimberg Chinese-German Center for Green Photonics of the Chinese Academy of Sciences, CIOMP and Center of Nanophotonics, TU Berlin, Germany), Jean-Jacques Greffet (Laboratoire Charles Fabry, Institut d'Optique Graduate School, Université Paris-Saclay, France), Enzo Di Fabrizio (Polytechnic of Turin, Italy) and Gershon Kurizki (Weizmann Institute of Science, Israel). In addition, this year PHOTOPTICS also had one successful Special Session. The Special Session on Nanophotonics, Plasmonics and Metamaterials (NanoPlasMeta), chaired by Pablo Albella (University of Cantabria, Spain) was held under the main event, accounting for cutting edge issues within light interaction with small clusters of nanoscale metallic and/or dielectric components. PHOTOPTICS received 25 paper submissions from 16 countries. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified researchers in PHOTOPTICS topic areas. Based on the classifications provided, 7 papers were selected as full papers which led to a full paper acceptance ratio of 28%. These strict acceptance ratios showed the intention to preserve a high quality forum, which we expect to develop further next year. All papers presented at this conference will be available in the SCITEPRESS Digital Library. Moreover, a short list of presented papers will be selected for publication of extended and revised versions in a special issue of the Journal of Optics. The organization distributed one paper award at the conference closing session. A "Best Paper Award” was conferred to the author(s) of the best paper presented at the conference, selected by the Program/Conference Chairs based on the best combined marks of paper reviewing, assessed by the Program Committee, and paper presentation quality, assessed by session chairs at the conference venue. We would like to express our thanks to all participants. First of all to the authors, whose quality work is the essence of this conference; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, we gratefully acknowledge the professional support of the INSTICC team for all organizational processes, especially given the need to introduce online streaming, forum management, direct messaging facilitation and other web-based activities in order to make it possible for PHOTOPTICS 2021 authors to present their work and share ideas with colleagues in spite of the logistic difficulties caused by the current pandemic situation.
