Foreword: This book contains the proceedings of the 17th International Conference on Web Information Systems and Technologies (WEBIST 2021), which was organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). The conference was held in cooperation with ACM Special Interest Group on Hypertext the Web, the Tunisian Association of Artificial Intelligence (ATIA) and The Open Group. This year, WEBIST was held from 26 – 28 October as a web-based event, due to the COVID-19 pandemic. The purpose of this conference is to bring together researchers and practitioners interested in technological advances and business applications of web-based information systems. WEBIST featured four main topic areas, covering different aspects of Web Information Systems, namely Internet Technology, Web Intelligence and Semantic Web, Social Network Analytics and HCI in Mobile Systems and Web Interfaces. WEBIST 2021 received 96 paper submissions from 34 countries, of which 20% were accepted as full papers. To evaluate each submission, a double-blind paper review was performed by the Program Committee, whose members are highly qualified independent researchers in the WEBIST topic areas. The high quality of the WEBIST 2021 programme was enhanced by keynote lectures, delivered by experts in their fields, including: Ian Horrocks (University of Oxford, United Kingdom), Dieter A. Fensel (University of Innsbruck, Austria), Umutcan Şimşek (University of Innsbruck, Austria) and Oscar Corcho (Universidad Politécnica de Madrid, Spain). In addition, the 2nd International Special Session on Data Mining and Machine Learning Applications for Cyber Security - DMMLACS 2021, chaired by Alaa Mohasseb and Benjamin Aziz and the Special Session on Quality of Service and Quality of Experience in Systems and Services - QQSS 2021, chaired by Przemyslaw Falkowski-Gilski were held together with WEBIST 2021. All presented papers will be submitted for Scopus, Google Scholar, DBLP, Semantic Scholar, Microsoft Academic, EI (Elsevier Engineering Village Index) and Web of Science / Conference Proceedings Citation Index. and, as well as being made available at the SCITEPRESS Digital Library. Besides the proceedings edited by SCITEPRESS, a post-conference book will be compiled with extended versions of the conference´s best papers and published by Springer in a Lecture Notes in Business Information Processing (LNBIP) Series book. Also, a short list of best papers will be invited for a post-conference special issue of the Springer Nature Computer Science journal. The best contributions to the conference (academic and industrial) the best student and best poster submissions were distinguished with awards based on the best combined marks of paper reviewing, as assessed by the Program Committee, and the quality of the presentation, as assessed by session chairs at the conference venue. Building an interesting and successful program for the conference required the dedicated effort of many people. Firstly, we greatly thank the authors, whose research and development efforts are recorded here. Secondly, we thank the members of the program committee and additional reviewers for their diligence and expert reviewing. Finally, we acknowledge the professional support of the WEBIST 2021 team for all organizational processes, especially given the need to introduce online streaming, forum management, direct messaging facilitation and other web-based activities in order to make it possible for WEBIST 2021 authors to present their work and share ideas with colleagues in spite of the logistic difficulties caused by the current pandemic situation. We hope that all colleagues who participated in the conference and/or read its proceedings, find this a fruitful and inspiring conference.
