This book contains the proceedings of the 2nd International Conference on Photonics, Optics and Laser Technology (PHOTOPTICS 2014) which was organized by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). PHOTOPTICS 2014 was held in in cooperation with the Sociedade Portuguesa de Física (SPF), Sociedade Portuguesa Interdisciplinar do Laser Medico (SPILM), Sociedade Portuguesa de Materiais (SPM), European Materials Research Society (E-MRS), Sociedade Anatómica Portuguesa (SAP), European Optical Society (EOS), European Physical Society (EPS) and Fundação para a Ciência e a Tecnologia (FCT). It was held in collaboration with the Centre of Physics and Technological Research (CEFITEC) and Faculdade de Ciências e Tecnologia - Universidade Nova de Lisboa (FCT/UNL).and technically sponsored by the Photonics21. The Sociedad Española de Láser Médico Quirúrgico was an Institutional Partner and the Science and Technology Events (SCITEVENTS) was the
Logistics Partner. The Conference Program includes oral presentations (full papers and short papers) and posters, organized in three simultaneous tracks: “Optics”, “Photonics” and “Lasers”. We are proud to inform that the program includes also five plenary keynote lectures, given by internationally distinguished researchers, namely – David Andrews (University of East Anglia), Elvira Fortunato (CENIMAT/I3N/FCT/UNL), Alberto Diaspro (Italian Institute of Technology), Markus Pollnau (University of Twente) and Bahram Jalali (UCLA). PHOTOPTICS 2014 will also feature a special panel session under the theme “Funding Opportunities for Research in Optics, Photonics and Lasers under the Horizon 2020 Framework Programme”, wich will be held by Dr Filipa Duarte, from Portuguese Framework Programme Promotion Office (GPPQ) of Fundação para a Ciência e a Tecnologia (FCT,) Professor Carlos Salema, Portuguese delegate for the ICT theme of Framework Programmes, and Dr. Tanya Nikolova Project and Communication Officer from the European Commission PHOTOPTICS received 82 paper submissions from 31 countries. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified researchers in PHOTOPTICS topic areas. Based on the classifications provided, only 22 papers were selected for oral presentation (9 full papers and 13 short papers) and 13 papers were selected for poster presentation. The full paper acceptance ratio was 11%, and the total oral acceptance ratio (including full papers and short papers) 27%. These strict acceptance ratios show the intention to preserve a high quality forum which we expect to develop further next year. All papers presented at this conference will be available at the SciTePress Digital Library. A short list of the presented papers will be selected so that revised and extended versions of these papers will be published by Springer Proceedings in Physics. A short list of papers related with optical materials will be invited to submit to publication in a special issue of Materials Open Journal. A short list of papers related with Biomedical Optics and Biomedical and Therapeutic Laser Applications will be invited to submit to publication in a special issue of Archives of Anatomy, the Journal of Sociedade Anatómica Portuguesa. Conferences are also meeting places where collaboration projects can emerge from social contacts amongst the participants. Therefore, in order to promote the development of research and professional networks the Conference includes in its social program a Conference Social Event & Banquet in the evening of January 8th (Wednesday). We would like to express our thanks to all participants. First of all to the authors, whose quality work is the essence of this conference; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, a word of appreciation for the hard work of the secretariat: organizing a conference of this level is a task that can only be achieved by the collaborative effort of a dedicated and highly capable team. The organization will distribute two paper awards at the conference closing session. A "Best Paper Award" and a "Best Student Paper Award" will be conferred to the author(s) of a full paper presented at the conference, selected by the Program/Conference Chairs based on the best combined marks of paper reviewing, assessed by the Program Committee, and paper presentation quality, assessed by session chairs at the conference venue.
