Foreword: This book contains the proceedings of the Fourth International Joint Conference on Computational Intelligence, which was sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC) and held in Barcelona, Spain. IJCCI was organized in cooperation with the Association for the Advancement of Artificial Intelligence (AAAI). Since its first edition in 2009, the purpose of International Joint Conference on Computational Intelligence (IJCCI) is to bring together researchers, engineers and practitioners in computational technologies, especially those related to the areas of fuzzy computation, evolutionary computation and neural computation. The aim is to provide major forums for scientists, engineers and practitioners interested in the study, analysis, design and application of the aforementioned areas and issued techniques to all fields of human activity. IJCCI is composed of three co-located conferences, each one specialized in one of the aforementioned - knowledge areas. Namely: - International Conference on Evolutionary Computation Theory and Applications (ECTA) - International Conference on Fuzzy Computation Theory and Applications (FCTA) - International Conference on Neural Computation Theory and Applications (NCTA) In ECTA, modeling and implementation of bio-inspired systems namely on the evolutionary premises, both theoretically and in a broad range of application fields, is the central scope. Considered as a subfield of computational intelligence focused on combinatorial optimization problems, evolutionary computation is associated with systems that use computational models of evolutionary processes as the key elements in design and implementation, i.e. computational techniques which are inspired by the evolution of biological life in the natural world. A number of evolutionary computational models have been proposed, including evolutionary algorithms, genetic algorithms, evolution strategies, evolutionary programming, swarm optimization and artificial life. In FCTA, modeling and implementation of fuzzy systems, in a broad range of fields, is the main concern. Fuzzy computation is a field that encompasses the theory and application of fuzzy sets and fuzzy logic to the solution of information processing, system analysis and decision problems. Bolstered by information technology developments, the extraordinary growth of fuzzy computation in recent years has led to major applications in fields ranging from medical diagnosis and automated learning to image understanding and systems control. NCTA is focused on modeling and implementation of artificial neural networks computing architectures. Neural computation and artificial neural networks have seen an explosion of interest over the last few years, and are being successfully applied across an extraordinary range of problem domains, in areas as diverse as finance, medicine, engineering, geology and physics, in problems of prediction, classification decision or control. Several architectures, learning strategies and algorithms have been introduced in this highly dynamic field in the last couple of decades. The joint conference, IJCCI received 200 paper submissions from 53 countries, which demonstrates the global dimension of this conference. 33 papers were published as full papers (16,5% of submissions) and 49 were accepted for short presentation (24,5% of submissions). Moreover, 26 were accepted for poster presentation. These ratios denote a high level of quality which we aim to continue reinforcing in the next edition of this conference. The high quality of the papers received imposed difficult choices in the review process. To evaluate each submission, a double blind paper evaluation method was used: each paper was reviewed by at least two experts from the independent international Program Committee, in a double-blind review process, and most papers had three reviews or more. Moreover, the conferences also featured a number of keynote lectures delivered by internationally well known experts, namely: Yaroslav D. Sergeyev (University of Calabria, Italy), Reinhard Viertl (Vienna University of Technology, Austria) and Rolf Pfeifer (University of Zurich, Switzerland). The meeting was also complemented with a special session, the Special Session Challenges in Neuroengineering - SSCN (chaired by Francois-Benoit Vialatte, Jordi Solé-Casals and Justin Dauwels). The best contributions to the conference and the best student submissions were distinguished with awards based on the best combined marks of paper reviewing, as assessed by the Program Committee, and the quality of the presentation, as assessed by session chairs at the conference venue. We trust that you will find these proceedings interesting and to be a helpful reference in the future. All presented papers will be submitted for indexation by Thomson Reuters Conference Proceedings Citation Index (ISI), INSPEC, DBLP and EI (Elsevier Index), as well as being made available at the SciTePress Digital Library. Additionally, a short list of presented papers will be selected to be expanded into a forthcoming book of IJCCI Selected Papers to be published by Springer-Verlag. Also, a post-conference special issue of the Springer's LNCS TCCI Journal is planned for publication of an extended version of a restricted number of original high quality papers presented during the IJCCI 2012. Building an interesting and successful program for the conference required the dedicated effort of many people. We would like to express our thanks, first of all, to all authors including those whose papers were not included in the program. We would also like to express our gratitude to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. Furthermore, we thank the invited speakers for their invaluable contribution and for taking the time to synthesize and prepare their talks. Moreover, we thank the special session chairs whose contribution to the diversity of the program was decisive.
