Foreword: This book contains the proceedings of the 12th International Conference on Web Information Systems and Technologies (WEBIST 2016) which was organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). The conference was held in cooperation with the Association Tunisienne pour l'Intelligence Artificielle (ATIA) and the Open Group. This conference was also technically sponsored by the European Research Center for Information System (ERCIS). The purpose of this Conference is to bring together researchers and practitioners interested in technological advances and business applications of web-based information systems. WEBIST had five main topic areas, covering different aspects of Web Information Systems, including “Internet Technology”, “Service based Information Systems”, “Web Interfaces”, “Web Intelligence” and “Mobile Information Systems”. WEBIST 2016 received 131 paper submissions from all continents. From these, 21 papers were published and presented as full papers, 43 were accepted as short papers. These numbers, leading to a full-paper acceptance ratio of 16% and an oral paper acceptance ratio of 49%, show the intention of preserving a high quality forum for the next editions of this conference. The high quality of the WEBIST 2016 programme was enhanced by four keynote lectures, delivered by experts in their fields, including : Frank Leymann (University of Stuttgart, Germany), Jérôme Euzenat (INRIA and Univ. Grenoble Alpes, France), Mohammed Atiquzzaman (University of Oklahoma, United States) and Leon Rothkrantz (Delft University of Technology, Netherlands). The meeting was also complemented with the Workshop “Advanced practices in Model-Driven Web Engineering” – APMDWE chaired by Julián Alberto García García, Francisco José Domínguez Mayo and Laura Caría Borgoñon, as well as the Special Session on New Trends in Web Intelligence and Services – WIS, chaired by Valérie Monfort, Abdelkrim Meziane and Hakima Mellah and the Special Session on Social Recommendation in Information Systems – SRIS, chaired by Hakima Mellah, Valérie Monfort and Abdelkrim Meziane. Besides the proceedings edited by SCITEPRESS, a post-conference book will be compiled with extended versions of the conference´s best papers and published by Springer in a Lecture Notes in Business Information Processing (LNBIP) Series book. Appropriate indexing has been arranged for the proceedings of WEBIST 2016 including Thomson Reuters Conference Proceedings Citation Index, INSPEC, DBLP, EI and Scopus. Furthermore, all presented papers will be available at the SCITEPRESS digital library. The best contributions to the conference and the best student submissions were distinguished with awards based on the best combined marks of paper reviewing, as assessed by the Program Committee, and the quality of the presentation, as assessed by session chairs at the conference venue. Building an interesting and successful program for the conference required the dedicated effort of many people. Firstly, we greatly thank the authors, whose research and development efforts are recorded here. Secondly, we thank the members of the program committee and additional reviewers for their diligence and expert reviewing. We also wish to include here a word of appreciation for the excellent organization provided by the conference secretariat, from INSTICC, which has smoothly and efficiently prepared the most appropriate environment for a productive meeting and scientific networking.
