Foreword: This book contains the proceedings of the 7th International Conference on Web Information Systems and Technologies (WEBIST 2011) which is organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC) and in cooperation with the ACM Special Interest Group on Management Information Systems (ACM SIGMIS). The purpose of this Conference is to bring together researchers, engineers and practitioners interested in technological advances and business applications of web-based information systems. WEBIST has five main topic areas, covering different aspects of Web Information Systems, including “Internet Technology”, “Web Interfaces and Applications”, “Society, e-Business, e-Government”, “Web Intelligence” and “Web Security”. We believe the proceedings here published demonstrate new and innovative solutions, and highlight technical problems in each field that are challenging and worthwhile. WEBIST 2011 received 156 paper submissions from 43 countries in all continents. A double-blind review process was enforced, with the help of 159 experts from the international program committee, all of them with a Ph.D. in one of the main conference topic areas. From these paper submissions only 14 papers were selected to be published and presented as full papers, i.e. completed work (8 pages in proceedings / 30’ oral presentations) and 38 additional papers, describing work-in-progress as short papers for 20’ oral presentation. Furthermore 36 additional papers will be also presented as posters. The full-paper acceptance ratio was 9%, and the total oral paper acceptance ratio was 33%. These ratios denote a high level of quality, which we intend to maintain or reinforce in the next edition of this conference. The high quality of the WEBIST 2011 programme is enhanced by six keynote lectures, delivered by distinguished guests who are renowned experts in their fields, including (alphabetically): Donald Ferguson (CA Technologies, U.S.A.), Eric van Heck (Erasmus University Rotterdam, The Netherlands), Ivan Ivanov (SUNY Empire State College, U.S.A.), Tony Shan (Keane Inc., U.S.A.) Marten van Sinderen (University of Twente, The Netherlands) and, Barry Smyth (CLARITY Centre for Sensor Web Technologies / University College Dublin, Ireland). Besides the proceedings edited by INSTICC, a post-conference book will be compiled with extended versions of its best papers, and published by Springer-Verlag. Appropriate indexing has been arranged for the proceedings of WEBIST 2011 including DBLP, INSPEC, EI and Thomson Reuters Conference Proceedings Citation Index. Furthermore, all presented papers will soon be available at the SciTePress digital library. The meeting is complemented with four special sessions, focusing on specialized aspects of web information systems and technologies; namely, Special Session on Web Services Principles and Applications (WSPA 2011), Special Session on Semantic Web Applications and Tools (SWAT 2011), Special Session on e-Business (SSeB 2011) and Special Session on Web and Text Mining (WTM 2011). In order to promote the development of professional networks the organizing committee has prepared a Conference Dinner in the evening of May 8th. Building an interesting and successful program for the conference required the dedicated effort of many people. Firstly, we must thank the authors, whose research and development efforts are recorded here. Secondly, we thank the members of the program committee and additional reviewers for their diligence and expert reviewing. We also wish to include here a word of appreciation for the excellent organization provided by the conference secretariat, from INSTICC, who have smoothly and efficiently prepared the most appropriate environment for a productive meeting and scientific networking. Last but not least, we thank the invited speakers for their invaluable contribution and for taking the time to synthesize and deliver their talks.
