Foreword: This book contains the proceedings of the 19th International Conference on Web Information Systems and Technologies (WEBIST 2023), organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). The conference was held in cooperation with the ACM Special Interest Group on Management Information Systems and the ACM Special Interest Group on Hypertext, Hypermedia and Web. This year WEBIST was held in Rome, Italy as a hybrid event, from 15 to 17 November. This conference aims to bring together researchers and practitioners interested in technological advances and business applications of web-based information systems. WEBIST featured four main topic areas, covering different Web Information Systems aspects: Internet Technology, Web Intelligence and Semantic Web, Social Network Analytics and HCI in Mobile Systems and Web Interfaces. WEBIST 2023 received 77 paper submissions from 25 countries, of which 25% were accepted as full papers. To evaluate each submission, the Program Committee performed a double-blind paper review, whose members are highly qualified independent researchers in the WEBIST topic areas. The high quality of the WEBIST 2023 programme was enhanced by keynote lectures delivered by experts in their fields, including Christian Bizer (University of Mannheim, Germany), Dimitris Kiritsis (EPFL, Switzerland), and Yannis Manolopoulos (Open University of Cyprus, Nicosia, Cyprus). In addition, the 3rd Special Session on Data Mining and Machine Learning Applications for Cyber Security - DMMLACS 2023, chaired by Alaa Mohasseb and Benjamin Aziz, was held with WEBIST 2023. All presented papers will be submitted for Scopus, Google Scholar, DBLP, Semantic Scholar, EI (Elsevier Engineering Village Index), and Web of Science / Conference Proceedings Citation Index. and, as well as being made available at the SCITEPRESS Digital Library. Besides the proceedings edited by SCITEPRESS, a post-conference book will be compiled with extended versions of the conference´s best papers and published by Springer in a Lecture Notes in Business Information Processing (LNBIP) Series book. Also, a short list of best papers will be invited for a post-conference special issue of the Springer Nature Computer Science journal. The best contributions to the conference, the best student, and the best poster submissions were distinguished with awards based on the best-combined marks of paper reviewing, as assessed by the Program Committee, and the presentation quality assessed by session chairs at the conference venue. Building an interesting and successful program for the conference required the dedicated effort of many people. Firstly, we greatly thank the authors whose research and development efforts are recorded here. Secondly, we thank the members of the program committee and additional reviewers for their diligence and expert reviewing. Finally, we acknowledge the professional support of the WEBIST 2023 team for all organizational processes, especially given the need for a hybrid event, to make it possible for WEBIST 2023 authors to present their work and share ideas with colleagues despite the logistic difficulties. We hope that all colleagues who participated in the conference and/or read its proceedings find this a fruitful and inspiring conference.
