Abstract:
This paper presents the process of managing the knowledge of the intellectual capital of research organizations. This KMIS is dealt by an integrative perspective for a dynamic framework. The focus is given to three decisive components-communication, navigation and multicontact relationship that represent the current ‘open nature’ of knowledge. This perspective increases, through KM, the role of intellectual capital keeping value in a transition towards research change. Foresight thinking represents an enabler to drive this change in public research organization and Science & Technology Foresight Project and Horizon Scanning, as practice perspectives, are reported in this paper. They have an inclusive and engaging nature based on a participatory process with a bottom-up approach and represent concrete actions enabling the research intellectual capital to move fast toward a research change transition considering cross-cutting aspects for increasing impacts related to technological de
velopments. The monitor of constraints and barriers helps to identify short term issues to be assessed and overcome for success of the undertaking.
