Abstract: This paper is based on a study in a city in Indonesia, which has developed Sistem Informasi Kemiskinan (Poverty Information System/PIS) as a database for the pro-poor regional planning. It explores the problems of PIS implementation of the e-planning from a post-modern discourse. Data were collected using in-depth interviews with the Tim Koordinasi Penanggulangan Kemiskinan Daerah as informants. The interpretive inquiry was used to identify the symptoms of comprehension biases towards e-planning in the bureaucracy culture and its implications on the public accountability. The results show a pathological accountability that obstructs the implementation of the program. Further research is needed to deconstruct the barriers in the bureaucracy, which is counter productive in the accountability of an e-government.
