Abstract

This study focuses on integration readiness level (IRL) metrics and their definition, criteria, references and questionnaires for the operational and pre-operational validation of shared information services and systems. The study attempts to answer the following research question: how can IRL metrics be understood and realized in the domain of shared information services and systems? It aims to improve ways of the acceptance, operational validation, pre-order validation, risk assessment and development of sharing mechanisms as well as the integration of information systems and services by public authorities across national borders.
