Foreword: This book contains the proceedings of the 4th International Conference on Smart Cities and Green ICT Systems (SMARTGREENS 2015) which was organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC) and held in cooperation with Association for Computing Machinery – SIGCAS, IEEE TCSC Technical Area in Green Computing, IEEE Technical SubCommittee on Green Communications & Computing, Friends of the Supergrid, Network for Sustainable Ultrascale Computing, Lisbon City Council, INTELI and Lisboa E-Nova. This conference was also technically co-sponsored by IEEE Power & Energy Society. We hope that these proceedings, which include topics like “Smart Cities”, “Energy-Aware Systems and Technologies”, “Sustainable Computing and Communications”, are interesting to a global audience of engineers, scientists and business people interested in the research topics of SMARTGREENS. We believe the proceedings published demonstrate new and innovative solutions, and highlight challenging technical problems in each field. SMARTGREENS 2015 received 73 paper submissions from all continents. From these, 15 papers were published and presented as full papers, 40 were accepted as short. These numbers, leading to a full-paper acceptance ratio of 20,6% and an oral paper acceptance ratio of 75%, shows the intention of preserving a high quality forum for the next editions of this conference. Moreover, the conference also featured a number of keynote lectures delivered by internationally known experts, namely Álvaro Oliveira (Alfamicro, Portugal), Paolo Traverso (Center for Information Technology - IRST (FBK-ICT), Italy), Rudolf Giffinger (Vienna University of Technology, Austria), Andrés Monzón (Universidad Politecnica de Madrid, Spain) and Alberto Broggi (VisLab - Universita' di Parma, Italy) thus contributing to increase the overall quality of the conference and to provide a deeper understanding of the conference interest fields. The number and high quality of the papers received imposed difficult choices in the review process. Each paper was reviewed by at least, two reviewers. Based on those reviews, papers that adequately balanced quality, originality and relevance to the conference themes were selected. The proceedings of SMARTGREENS will be submitted for indexation by Thomson Reuters Conference Proceedings Citation Index, INSPEC, DBLP, EI and Scopus. A short list of papers presented at the conference will be selected for publication of extended and revised versions in a special issue of the Springer's Computing journal and Elsevier’s Sustainable Cities and Society journal. All presented papers will be available at the SCITEPRESS digital library. To recognize the best submissions and the best student contributions, awards based on the best combined marks of paper reviewing, as assessed by the Program Committee, and the quality of the presentation, as evaluated by session chairs at the conference venue, were conferred at the closing session of the conference. As a final point, we would like to express our thanks, first of all, to the authors of the technical papers, whose work and dedication made possible to put together a program that we believe is very exciting and of high technical quality. Next, we would like to thank all the members of the program committee and auxiliary reviewers, who helped us with their expertise and time. We would also like to thank the invited speakers for their invaluable contribution and for sharing their vision in their talks. Special thanks should be addressed to the INSTICC Steering Committee whose invaluable work made this event possible and finally, a word of appreciation for the hard work of the secretariat: organizing a conference of this level is a task that can only be achieved by the collaborative effort of a dedicated and highly capable team.
