Welcome to the 2004 International Workshop on Electronic Government and Commerce: Design, Modeling, Analysis and Security, EGCDMAS 2004. This year conference marks the first EGCDMAS workshop, which we expect to grow at a good rate due to the wide spread use of egovernment and e-commerce. The conference is co-locating this year with the 2004 International Conference on E-business and Telecommunication Networks, ICETE 2004. The rapid growth of e-commerce and the need to deploy efficient egovernment solutions are raising new research questions. The important ones are centered on solution development, asset protection, trust and privacy, and strategy and policy formulation. EGCDMAS 2004 offers a unique forum for researchers and practitioners from academia, industry, business, and government to share their expertise results and research findings in all areas of e-Government and e-Commerce including design, modeling, analysis and security. EGCDMAS 2004's technical program consists of
eleven accepted papers out of fifteen submitted papers. Each paper was reviewed by at least three program committee members and their qualified reviewers. Topics of accepted papers include: resource management and analysis, trust systems, digital signature, certification practice, lightweight security for Internet Polls, Virtual Private Networks (VPNs), security policies, access control, authentication and verification, Security Enhancement of Multimedia Copyright Protection for E-Business, and Relational-based Trust Management in Generic Payment Systems. Many individuals have contributed to the success of this high caliber international conference. Our sincere appreciation goes to all authors including those whose papers were not included in the program. Many thanks go to the technical program committee members and their reviewers, who have sacrificed their time to make this event a first-class conference of high technical reputation. Special thanks to all the ICETE2004 Secretariat staff, especially, Mónica Saramago, Paula Miranda, Helder Coelhas who helped to make sure that we meet all deadlines and make sure that all needed arrangements are properly in place.
