Foreword: This volume contains the proceedings of the International Conference on Evolutionary Computation (ICEC 2010), sponsored by the Institute for Systems and Technologies of Information Control and Communication (INSTICC) in cooperation with the Association for the Advancement of Artificial Intelligence (AAAI) and the Workflow Management Coalition (WfMC). The purpose of the International Conference on Evolutionary Computation is to provide a major forum for scientists, engineers and practitioners interested in the study, analysis, design, modelling and implementation of evolvable systems, both theoretically and in a broad range of application fields. Considered a subfield of computational intelligence focused on combinatorial optimization problems, evolutionary computation is associated with systems that use computational models of evolutionary processes as the key elements in design and implementation, i.e. computational techniques which are based to some degree on the evolution of biological life in the natural world. A number of evolutionary computational models have been proposed, including evolutionary algorithms, genetic algorithms, the evolution strategy, evolutionary programming, and artificial life. ICEC is one of three integrated conferences that are co-located and constitute the International Joint Conference on Computational Intelligence (IJCCI). The other two component conferences are ICFC (International Conference on Fuzzy Computation) and ICNC (International Conference on Neural Computation). IJCCI has received 236 paper submissions from more than 31 countries in all continents. 30 papers were published and presented as full papers, i.e. completed work, 53 papers reflecting work-in-progress or position papers were accepted for short presentation, and another 30 contributions were accepted for poster presentation. These numbers, leading to a “full-paper” acceptance close to 13% and a total oral paper presentations acceptance ratio of about 35%, show the intention of preserving a high quality forum for the next editions of this conference. The technical program of the joint conference includes a panel and four invited talks delivered by internationally distinguished speakers, namely: James Bezdek (University of Melbourne, Australia), Antonio Sala (Technical University Valencia, Spain), Simon M. Lucas (University of Essex, U.K.) and Panos Pardalos (University of Florida, U.S.A.). Their participation has positively contributed to reinforce the overall quality of the Conference and to provide a deeper understanding of the field of Computational Intelligence. The proceedings of the conference will be submitted for indexation by DBLP, INSPEC, Thomson-Reuters Conference Proceedings Citation Index and EI. A book with the revised versions of a short list of the selected best papers from the conference will be published by Springer-Verlag in the series of Studies in Computational Intelligence (SCI). A selection of a few papers will be published in a special issue in the International Journal of Speech Technology (IJST). The program for this conference required the dedicated effort of many people. Firstly, we must thank the authors, whose research and development efforts are recorded here. Secondly, we thank the members of the program committee and the additional reviewers for their diligence and expert reviewing. Thirdly, we thank the keynote speakers for their invaluable contribution and for taking the time to synthesise and prepare their talks. Fourthly, we thank the program chair, Agostinho Rosa, whose collaboration was much appreciated. Finally, special thanks to all the members of the INSTICC team whose collaboration was fundamental for the success of this conference. This year, the organization will distribute two paper awards at the conference closing session: the best paper award and the best student paper award. The decision was mainly based on the paper classifications provided by the Program Committee.
