Foreword: This book contains the proceedings of the 3rd International Congress on Neurotechnology, Electronics and Informatics (NEUROTECHNIX 2015). NEUROTECHNIX 2015 is sponsored by INSTICC (The Institute for Systems and Technologies of Information, Control and Communication). NEUROTECHNIX is held in cooperation with Associação Portuguesa de EEG e Neurofisiologia Clínica; Neurotech Network; International Neural Network Society; Nansen Neuroscience Network; World Federation for NeuroRehabilitation; Sociedade Portuguesa de Neurologia; International Neuromodulation Society; International Federation of Clinical Neurophysiology; International Brain Research Organization; European Academy of Neurology and International Society for Virtual Rehabilitation. The Congress Technical Program includes oral presentations (full papers, short papers, extended abstracts and open communications), organized around four simultaneous tracks: Neuromodulation and Neural Prosthesis; Neural Rehabilitation; NeuroSensing and Diagnosis; Neurocomputing. All complete papers (fulls and shorts) are published in this book of proceedings. The congress includes also two thematic sessions organized by specialized researchers: ENHANCE 2015 - Symposium on Natural User Interfaces and Intention based Enhancement of Reaching and Grasping in Physically Disabled People and NeBICA 2015 - Symposium on Neuro-Bio-Inspired Computation and Architectures. A major aspect of the program is the inclusion of a set of three plenary keynote lectures, given by internationally distinguished researchers, namely: Thomas Stieglitz (University of Freiburg, Germany); Robert Riener (ETH Zürich, Switzerland) and Dario Farina (Goettingen University, Germany). NEUROTECHNIX received 25 submissions of which 36% were presented as full papers. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified researchers in NEUROTECHNIX topic areas. A post-congress Special Issue of the IOP Publishing Journal of Neural Engineering is planned for publication of extended and revised versions of a restricted number of high quality papers presented during NEUROTECHNIX 2015. All papers and extended abstracts presented at this congress will be available at the SciTePress Digital Library. Congresses are also meeting places where collaboration projects can emerge from social contacts amongst the participants. Therefore, in order to promote the development of research and professional networks the Congress includes in its social program a Social Event & Banquet in the evening of November 16. We would like to express our thanks to all participants. First of all to the authors, whose quality work is the essence of this congress; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision.
