Foreword: This volume contains the proceedings of the Third International Conference on Bio-inspired Systems and Signal Processing (BIOSIGNALS 2010), organized by the Institute for Systems and Technologies of Information Control and Communication (INSTICC), technically co-sponsored by the IEEE Engineering in Medicine and Biology Society (EMB), in cooperation with the Association for the Advancement of Artificial Intelligence (AAAI), the Workflow Management Coalition (WfMC), the Association for Computing Machinery - Special Interest Group on Artificial Intelligence (ACM – SIGART), Universidad Politécnica de Valencia (UPV) and Centro en Red en Ingeniería Biomédica (CRIB). The purpose of the International Conference on Bio-inspired Systems and Signal Processing is to bring together researchers and practitioners from multiple areas of knowledge, including biology, medicine, engineering and other physical sciences, interested in studying and using models and techniques inspired from or applied to biological systems. A diversity of signal types can be found in this area, including image, audio and other biological sources of information. The analysis and use of these signals is a multidisciplinary area including signal processing, pattern recognition and computational intelligence techniques, amongst others. BIOSIGNALS is one of four integrated conferences that are co-located and constitute the International Joint Conference on Biomedical Engineering Systems and Technologies (BIOSTEC). The other three component conferences are HEALTHINF (International Conference on Health Informatics), BIODEVICES (International Conference on Biomedical Electronics and Devices) and BIOINFORMATICS (International Conference on Bioinformatics). The meeting is complemented with a Special Session on Neural Signals of Brain Disorders and a Special Session on Medical Image Analysis and Description for Diagnosis Systems. The joint conference, BIOSTEC, has received 410 paper submissions from more than 55 countries in all continents. 46 papers were published and presented as full papers, i.e. completed work (8 pages/30’ oral presentation), 113 papers reflecting work-in-progress or position papers were accepted for short presentation, and another 78 contributions were accepted for poster presentation. These numbers, leading to a “full-paper” acceptance ratio of about 11% and a total oral paper presentations acceptance ratio close to 39%, show the intention of preserving a high quality forum for the next editions of this conference. The conference included a panel and four invited talks delivered by internationally distinguished speakers, namely: Peter D. Karp (Director Bioinformatics Research Group, Artificial Intelligence Center, United States), Rui M. C. Ferreira (National Coordinator for Cardiovascular Diseases, Office of the High Commissioner for Health, Portugal), Tony Cass (Institute of Biomedical Engineering, Imperial College London, U.K.) and Vicente Traver (ITACA, Universidad Politécnica de Valencia, Spain). Their participation has positively contributed to reinforce the overall quality of the Conference and to provide a deeper understanding of the field of Biomedical Engineering Systems and Technologies. The proceedings of the conference will be indexed by several major indices including Thomson Reuters Conference Proceedings Citation Index, INSPEC, DBLP and it will also be submitted for indexing to EI. A short list of presented papers will be selected so that revised and extended versions of these papers will be published by Springer-Verlag in a CCIS Series book. Conferences are also meeting places where collaboration projects can emerge from social contacts amongst the participants. So, in order to promote the development of research and professional networks the Conference includes in its social program a Conference Social Event & Banquet in the evening of January 21 (Thursday). The program for this conference required the dedicated effort of many people. Firstly, we must thank the authors, whose research and development efforts are recorded here. Secondly, we thank the members of the program committee and the additional reviewers for their diligence and expert reviewing. Thirdly, we thank the keynote speakers for their invaluable contribution and for taking the time to synthesise and prepare their talks. Fourthly, we thank the honorary program chair, Saeid Sanei, whose collaboration was much appreciated. Finally, special thanks to all the members of the INSTICC team whose collaboration was fundamental for the success of this conference. This year, the organization will distribute two paper awards at the conference closing session: the best paper award and the best student paper award. The decision was mainly based on the paper classifications provided by the Program Committee. We wish you all an exciting conference and an unforgettable stay in the magnificent city of Valencia.
